المستخلص This thesis deals with the changes occurring to some projects of economic housing in Egypt. It discusses the impact of such changes on the cost, time and scope of these projects during the period of their execution. It focuses on how to adjust these changes through various scientific methods and approaches, such as the methods of assessing total cost and assessing detailed costs, timeline bar charts approaches, the fragmentation through developing the general ideas into detailed actions. The target of all this is to successfully control the excess of cost, time and scope against their planned limits. The thesis utilizes also field study techniques such as analytical models of changing, function, cost and liabilities, suggestions, questionnaire forms and open meetings with the inhabitants of the residential units, and project top officials. This study analyzes the changes and discusses the respective causes and the extent of their positive and retrospective influence to the stipulations of projects administration and also documents the various opinions of the inhabitants and officials about these changes in each project. The thesis emphasizes that applying the principles of value engineering in the early phases and, if necessary, the execution of the projects, would solve the problems resulting from the changes and would reduce the potential excess in both the execution time and total cost. This will consequently results in setting some general guidelines to achieve an active management of change and to attain higher efficiency in the functional performance of economic housing projects in Egypt. |
