The group of stopping and identifying appeared after the midsixties
of the twentieth century, when Shukri Mustafa’s group adopted the
idea of stopping judging Muslims as infidels or converts to Islam until the
truth of their beliefs became clear. In the mid-seventies, many different
groups appeared that adopted the idea of stopping and made fundamental
amendments to it, the most important of which was the Islamic minimum;
In the 1980s, two groups emerged: the first : The “Survivors of Hell”
group, with “Majdi Al-Safti” abandoning his affiliation with the Jihad
organization and adopting the idea of stopping and finding out; The
second: the “Al-Shawqiyyin” group, whose founder is attributed to
“Shawqi Al-Sheikh.” The idea of stopping and clarifying has gone
through several stages throughout the ages until it reached rooting and
theorizing in the writings of Abdul Majeed Youssef Al-Shazly, and it can
be said that their most important principles and beliefs are stopping in
judging a Muslim, not excusing ignorance in beliefs, and being strict in
the issue of ruling by other than what God has revealed. It is not
sufficient to pronounce the two Shahadas in entering Islam, and to require
knowledge of the minimum Islamic requirements of governance,
guardianship, and ritual rituals, Among the most famous leaders in the
Waqf and Tabin groups are Shukri Mustafa, Shawqi Al-Sheikh,
Muhammad Qutb, Dr. Safar Abdul Rahman Al-Hawali, and Abdul
Majeed Youssef Al-Shazly.
