The study aimed to present a proposed framework for cost management in the health care sector using block chain technology, as block chain technology has many advantages that can be used to support the health system in Egypt and address many of the problems facing the health care sector. The study concluded that using blockchain technology will help manage costs effectively in the health care sector, support decentralization in the health care sector to raise the efficiency and quality of service provided to citizens, develop the information infrastructure to support the health system and support its decision makers by building a unified and integrated database and linking it to all hospitals in the sector in a way that helps transfer information quickly, effectively as well as eliminating unsound practices. Technology also enables the ability to determine utilized and idle capacities with high accuracy, by eliminating activities that cause a waste of resources or thinking about alternatives to exploiting them, i.e., identifying activities that add value and activities that do not add value, and creates sources of self-financing through the optimal use of one’s capabilities and thus the ability to carry out long- and short-term planning, control, performance evaluation, and timely decision-making. The study recommended the necessity of integrating Internet of Things technology and blockchain technology and using it in all government sectors, and working on educating workers in government sectors about the importance of using modern digital technologies, and the necessity of developing capabilities among workers in government sectors. This will enhance the benefit of the advantages of technologies in sectors and the integration of data, obtaining it as quickly as possible, monitoring the health status of patients remotely, and enabling doctors to predict problems, and take preventive measures in a timely manner. It will also enable doctors to collect a huge amount of immediate information about the health status of patients through the use of precise biosensors. It will also enable maintenance of the devices to be carried out immediately, which reduces the costs borne by the State in this sector. Also, the study recommended preparing a registry for the child from his birth so that there is a unified electronic record for each child, including all his personal and medical data, and from here the State will have a unified medical record for every citizen, which helps in forming a giant database for the health sector in Egypt and supporting new smart cities.
