The aim of this research is to: develop the language skills of people with reading and writing difficulties in the primary stage in the State of Kuwait using a language program based on fun education; In order to achieve the aim of the research, the researcher carried out the following procedures: a theoretical study of what came in previous research, studies and literature, related to the subject of the current research, then preparing a list of reading and writing skills suitable for primary school students in Kuwait with difficulties in learning to read and write and put them in a questionnaire and present them to the arbitrators to adjust them scientifically, Then preparing the reading and writing skills test for the research sample, and applying it as a pre-application, then preparing the language program based on fun education. To develop language skills for people with reading and writing difficulties in the primary stage in Kuwait, and apply it to a sample of (12) students at John Kuwait Primary School for girls in Kuwait, then prepare a guide for the teacher; To teach the proposed program, then apply the reading and writing skills test in the research sample as a post application, and perform the statistical treatment of the scores of the two applications: ”pre and post” for the research sample, and a number of results were reached, the most important of which are: There is a growth in the reading and writing skills of the research group after they received the experimental treatment, and the proposed language program based on fun education achieved an acceptable effectiveness in developing the reading and writing skills of female students The fourth grade of primary school with learning difficulties in Kuwait, and in the end, the research presented a number of recommendations and proposals, in light of the results that were reached.
