Abstract :
The research aims to demonstrate the impact of the human resources development strategy on the innovative climate by applying it to Iraqi government hospitals, to help workers develop and develop their capabilities, thus contributing to providing an appropriate and appropriate climate for innovation. The research community consists of workers in four Iraqi governmental hospitals (Specialized Surgery Hospital, Samarra General Hospital, Balad General Hospital, Tikrit Teaching Hospital) and their number is (500). The number of (259) investments are correct, with a rate of up to 86%, and the study found the validity of the main first hypothesis (there is a statistically significant effect of human resource development on the innovative climate in the hospitals under study). It also found the validity of the second main hypothesis (there are statistically significant differences between the opinions of the respondents about the dimensions of the study according to demographic characteristics gender, age, job degree, years of experience.
Objectives of the study:
1- What is the extent of workers’ awareness of the dimensions of human resources development and the dimensions of the innovative climate in the Iraqi hospitals under study.
2- What is the extent of the relationship between human resources development and the innovative climate in the hospitals under study, and is there an impact of human resource development on the innovative climate in the hospitals under study.
3- Are there significant differences between human resources development and the innovative climate according to demographic variables (gender, age, job grade, years of experience).
4- What are the proposals needed to increase the impact of human resource development on enhancing the level of innovative climate, according to the results of the applied study of the Iraqi hospitals under study.
Study hypothesis :
1- There is a statistically significant effect of the career path planning dimension on the innovative climate.
2- There is a statistically significant effect of the training dimension on the innovative climate.
3- There is a statistically significant effect of the development dimension on the innovative climate.
4- There is a statistically significant effect of the education dimension on the innovative climate.
5- There is a statistically significant effect of the talent management dimension on the innovative climate.
