The change a feature of life on earth since the creation of man, is evident from the analysis of the stages though which communities, where he faces every age many challenges imposed role many repercussions, and therefore changing the nature of work within the institutions in all sectors, productivity or service in order to achieve the degree of response to these implications, and therefore must analyze the challenges facing the community the twentieth century and the most important repercussions .
And therefore universities play a significant role in achieving competitive advantages where they rely competitive advantage on scientific research continual which helps the continuity of the competitive advantage and maintaining or creating a competitive advantage other, thus increasing the weight actually on universities in achieving that though one of the most important functions the main goal of scientific research, so sought universities in general and Egypt in particular, to achieve quality its outputs in either productivity or service, and by adopting many of the entrances of modern management, most notably the entrance of total quality management .
Therefore, this study seeks to find ways to improve the competitive performance of Egyptian universities by trying to apply the entrance of total quality management in universities through the provision of components that help to apply this entrance .
Problem of study:
Egyptian universities due to its lack many of the basic components that its need, this study seeks to try to put a strategic vision to provide the elements of total quality management in universities in order to improve its competitive performance, so you should answer many of the questions namely:
1- What are the features of implementing the TQM system in universities?
2- What is the global perspective of competitive performance in universities?
3-What is the infrastructure for improving the competitive performance of Egyptian universities?
4-What is the strategic role of the total quality management system in achieving the requirements of improving the competitive performance of Egyptian universities?
Importance of study:
Focusing on many of the points perhaps the most important:
The increasing demand for university education, which has become one of the most important requirements of the Egyptian society, where the progress of nations is measured by the extent of their ability to possess qualified and trained manpower to break into the labor market and to fill all jobs in all disciplines.
There are many entrances that seek to improve university competitive performance, but the study dealt with the approach of total quality management as a result of its possession of effective elements that contributed positively to the excellence of the university role as it worked to harness all the available capabilities to achieve a rank in the global competitive market.
Work to bridge the digital and knowledge gap resulting from the four technological revolutions between developed and developing countries, due to the many obstacles and the many problems that Egyptian university education suffers from.
The current study is one of the strategic educational studies that help to use strategic and future roles to develop the Egyptian university performance according to the requirements of competitiveness through the approach of total quality management.
Objectives of the study:
The current study seeks to achieve a number of objectives, the most important of which are the following:
1-Analyzing the basic features of the total quality management system by identifying the possibility of applying it to universities in general and Egyptian universities in particular.
2- Monitoring a number of international experiences, in order to identify the competitive performance within these universities, as an attempt to benefit from them within Egyptian universities.
3- Identifying the most important problems facing the educational system within the Egyptian universities, which stand as an obstacle to achieving the requirements of competitive performance.
4- Developing a vision for the proposed role that helps to improve the performance of Egyptian universities through the use of the approach of total quality management.
Methodology of the study:
The study was based on many approaches that helped in improving the competitive performance in Egyptian universities through the approach to total quality management. This forced the study to use a complex methodology consisting of:
1-The descriptive approach:
The descriptive approach is based on describing and analyzing the reality through the accurate description of the phenomenon under study and then applying it to the current study. By analyzing indicators with the aim of reaching the strengths of Egyptian universities and monitoring their weaknesses so that universities are protected from future risks.
2-Benchmarking:
It is a method of strategic measurement of university performance under study with international universities, as it is based on a comparison between the performance of international universities that have advanced services, operations and actual procedures, through several indicators with the aim of improving Egyptian university performance by transferring global experiences, by identifying strengths and weaknesses in order to improve performance.
And to learn about the competitive performance of international universities, by monitoring the competitive advantages that other universities possess at all global and regional levels, which appear in their ability to attract students from all countries to them.
3-Systems approach:
It is one of the methodological approaches as this approach seeks to use the overall view of the phenomenon as a system in terms of the internal environment components that include (inputs, processes and outputs), and their relationship to the external environment variables (production and service outputs).
where the competitive performance of universities is analyzed by analyzing the educational system within it, which consists of (inputs - processes - outputs - feedback), inputs embodied in human, financial, physical, informational and cultural resources ... etc., and the processes represented in management processes such as planning, implementation, follow-up and evaluation ...etc. and the outputs embodied in the productive, emotional and service outputs as well as the feedback that will be used in the upcoming strategic plans.
4-SWOT Analysis
It is a strategic method to study the components of the internal environment of Egyptian universities, the processes that take place within them, and the variables of the external environment, to monitor and identify the most important strengths that characterize Egyptian universities, identify weaknesses that reduce their efficiency, identify available opportunities and work to maximize them to benefit from them and avoid threats they face in the future. Thus drawing the features of the proposed role.
The quaternary analysis method is one of the important and necessary methods that help in analyzing the current situation and to be studied and collecting all the data and information that help the study. The environmental survey method was employed in the fourth and sixth chapters of the study by extracting the most important strengths that characterize the Egyptian universities, and monitoring the weaknesses. Which weakens its efficiency and identifying the available opportunities that must be taken advantage of to develop its competitive performance, and avoid the threats it faces in the future, as well as employing environmental scanning to help clarify the strategic role of the total quality management system in achieving the requirements for improving the competitive performance of Egyptian universities.
5-Delphi style
This method is based on a main idea, which is to reach a picture of the possible or desirable future, based on the opinions of a number of specialists and experts from various intellectual and scientific schools, who combine expertise in the subject of research interest, the ability to foresight and intuition, and the ability to creative analysis, and the interaction takes place Between the opinions of these experts in an indirect way, the Delphi method was used in its three rounds in the field study of the study to explore the opinions of experts in the proposed axes and recommendations that would improve the competitiveness of the university in order to clarify the strategic role of the total quality management system in achieving the requirements for improving the competitive performance of universities Egyptian.
Procedures of the study:
The study proceeds according to a set of steps agreed upon in many studies and scientific literature, including:
The first step: the general framework of the study
It includes many parts that help clarify the nature of the study, such as (introduction, study problem, study importance, study objectives, study methodology, study terminology).
The second step: the theoretical framework of the study
It is divided into three axes that help establish a set of basic rules and foundations for the study by analyzing the following axes:
1- The first axis: Monitoring the most important features of the application of total quality management in universities.
2- The second axis: analyzing the competitive performance of international universities by identifying the inputs of the educational system in them and the most important operations that take place on these inputs and the final outputs of the surrounding environment and the feedback that is used in drawing up strategic plans.
3- The third axis: identifying the structure of the competitive performance of Egyptian universities and monitoring its most important components and how to reach it in order to improve the competitive performance of Egyptian universities.
The third step: the field framework of the study
It is divided into two parts, the first part: the field study procedures, and the second part: the results of the field study (analysis and interpretation).
The Fourth step: the future framework of the study
It includes developing a proposed strategic role for the total quality management system in achieving the requirements for improving the competitive performance of Egyptian universities, and includes the most important starting points for the role, its foundations, mechanisms for activating it, and ways to overcome the obstacles it faces.....etc.
