المستخلص

The study aimed to Conceived perception proposed to activate the role of the learning organization in Empowering general secondary education teachers to participate in educational decision-making in the light of the experiences of some developed countries, and according to the conditions of Egyptian society. The study used the Comparitive approach, because it is the most suitable to study education comprehensive way and including losts of sub- approaches which can use in this study. The study reached to; the general secondary schools in the Arab Republic of Egypt suffer from a lack of school principals’ encouragement for teachers to be creative and innovative, the absence of a common vision for school development, and the poor meeting of programs Professional development for the needs of teachers, and it is not suitable for the new roles of the teacher, and the administration of general secondary schools does not encourage team building, and the weakness of professional development programs provided by the training and quality units in schools, as well as provided by the Professional Academy for teachers, and the lack of its programs of applied sides, and the weakness of The participation of teachers in the designing of these programs, and follows the school administration of a bureaucratic method that reduces the benefit from the opinions and ideas of teachers, and The weak role of parent-teacher councils and the school board of directors in Empowering general secondary education teachers to participate in educational decision-making.
