Abstract

ABSTRACT This study aims to assess the current status of the agricultural extension system in Egypt in terms of policy and organizational structure; staffing; financing and field operations in order to arrive at results considered as a basis for formulating a clear vision of what RAS should look like, mission, strategic objectives and a legal and policy framework for the performance of the service. Data was collected at two different points of time 1) from early November to mid-December 2018 and 2) from mid-January to early May 2019, by using a questionnaire in each phase that were designed and pretested for achieving the study objectives. The study covered the main RAS stakeholders at the national level. During phase the TPS technique was used and the study targeted 63 individuals including: 39 extension field practitioners at the CAAEE; and 24 chief researchers at the AERDRI. During phase two the TPS technique was also used which produced a sample of 237 individuals distributed as follows: agricultural extension field staff; agricultural extension research practitioners; Agricultural extension professors in Egyptian universities; members of agriculture and irrigation committee in Egyptian parliament and agricultural cooperative leaders (39, 67, 62,17 & 52), respectively. Findings revealed that all aspects of the extension system are good candidates for reform and possible restructuring from the point of view of AERDRI. Whereas, the perspectives of CAAEE indicate that all aspects of extension system are good candidates for reform and possible restructuring except staffing aspect
