Abstract

This study explores the Human Resource Management (HRM) function and practices as performed by the organizational unit of Personnel Management (PM) practiced at the local government level in Egypt. In addition, the study investigates the nature of the relationship between the HRM activities performed at the LGUs and the central government. The study is situated within the context of the relationship betweenthe central government and local government and in reference to the three major models of the HRM of civil servants in LGUs.The study uses the case studyapproach through the use of a questionnaire directed to a sample of LGUs in two Egyptian governorates. In addition, the study employs the comparative approach through the use of the three models of civil service systems to compare the current HRM activities present in the Egyptian LGUs to those existing in the international experience.The results of the applied study reveal that there is some participation by the LGUs in the HRM function performed in their units. In addition, there is a strong central influence concerningthe HRM function at the local government level. In reference to the civil service management of local government personnel applied in different countries, the study concluded that the implementation of HRM in the local government showed many characteristics of the Integrated civil service type, which implies a trade-off between decentralization and HRM function in Egypt. The study proposes that HRM in the Egyptian LGUs should be transformed from the Integrated civil service system into the Unified civil service system to address the problems facing this function at that governmental level
