المستخلص

There is no doubt that the economic importance of foreign investments, especially direct investments, has increased in recent years, as one of the components of capital flows to developing countries. Despite the fact that there is a continuous decline in the equipment of foreign direct investment flows, the evidence indicates the existence of strong competition between developing countries to increase their share of these investments. The competition of developing countries to attract more foreign investments is due to their urgent need for these investments to contribute to achieving their economic and social development, especially as they suffer from a shortage in their domestic savings and insufficient to finance the investment programs required to achieve high growth rates for national income. In order for developing countries to be able to encourage foreign direct investment to flow into them, they must provide them with a new investment climate, because this climate plays an important role in the decisions of investors, and in the movement of capital in general, and its elements overlap between many political, economic, legal, administrative and even cultural considerations. And psychological as well, and experience has proven that the foreign investor prefers the country that provides him with the appropriate climate to invest his money in. The infrastructure, and the low cost of production, represent the most important determinants of attracting and maintaining foreign direct investment.
