The recent development brought about by the information and communications revolution, by its nature, led to fundamental changes in society, culturally and economically. The so-called e-commerce appeared via the Internet, which by its nature changed the prevailing concepts in civil and commercial transactions, and this necessarily resulted in the development of the electronic system; To keep pace with developments in electronic transactions in general, and in electronic commerce in particular. where communication technology brought about a change even in the entity of economic institutions, this led to the emergence of social-based institutions and most of the methods of their treatment take place via the Internet, and the so-called electronic banks or electronic banking appeared in the banking system. Accordingly, banks have worked to develop their methods and improve their tools, so the trend towards digital or electronic money has become an alternative to paper money, which makes the rules and theories gradually change to become more appropriate to the concepts and means of electronic money, leading to a legal structure that makes it easier for bank administrations to deal with The challenges of the latter are electronic, as banks are no longer just a means of accepting deposits or granting loans, but rather the individual has become indispensable in order to benefit from their various services. This tremendous development led to the birth of a new person in the field of traditional banking, which is ”electronic banking”, which are banks that operate on the Internet without having a physical presence on the ground.
