The book ”Islam and the Fundamentals of Governance” by Sheikh Ali Abdul-Raziq caused uproar and battles unless another book provoked it. It is one of the books that succeeded in shaking the intellectual life in the Islamic world during the first century of the twentieth century. It is ordinary, but it was issued by a scholar from Al-Azhar and a legal judge who had enough religious knowledge to be one of the defenders of Islam rather than opponents of it, and as a result of those opinions centered on Sheikh Ali Abdel-Razek in his book, he was put on trial by the Council of Senior Scholars in Al-Azhar Al-Sharif. The turmoil that Sheikh Ali Abdel-Razek experienced in his book is his attempt to submit to Western thought, and he forgot that the Islamic society is covered by the rules of the true Sharia and its reference to the Holy Qur’an and the purified Sunnah. And that Islam does not prevent renewal and the adoption of the causes of civilization, progress and innovation Our true religion has urged us to implement thought and reason in various sciences, but it has established for us constants and matters that do not affect religion. He fell prey to thought hostile to the Islamic religion, whether the advocates of secularism, such as Dr. Hussein and others, or the Jewish orientalist Marjiloth, or they referred him in his book also to the orientalist Sir Thomas Arnold. All that the author recounts does not envision the caliphate except in its worst and most corrupt state.That the whole issue was in Sheikh Ali Abd al-Raziq’s denial of the caliphate and his refusal to sanctify it as a worldly invention that had nothing to do with true religion, as it was not a divine imperative. This critique the evidence of the jurists on the caliphate There is a distinction between Sharia and politicsSheikh Ali Abd al-Raziq distinguished between the leadership of the prophet and the leadership of the king Therefore, the seriousness of the book is due to the circumstances surrounding its emergence as to its boldness and violence in cynical skepticism, and at the same time it does not present clear evidence on what it is going to.
