Abstract
The aim of the current study is to identify the phenomenon of urban distortion as one of the contemporary social problems. the Egyptian cities suffer from in general. and the cities under study in particular. It is basically a cumulative problem that has been aggravated due to several interrelated factors that lead to each other. some of them are (social. economic. lack of environmental awareness. administrative. cultural. overpopulation. political. and modern developments. etc.). Urban distortion with its various forms and manifestations appeared in the Egyptian cities in general and cities of this study in particular because of the absence of deterrent laws and poor planning due to the lack of clear strategies for the future status of the city.
This urban distortion was a direct result of neglecting the need to building new cities to accommodate people resulting from the increasing population, in order to alleviate the congestion and depopulate the existing cities, in addition to the corruption of some individuals or groups who are only concerned with obtaining a fleeting personal financial gain at the expense of the future of the people and the history of an entire nation.
The methodology of this study is based mainly on both the descriptive and analytical approach depending on collecting information, previous studies and various theories of study. Then, collecting available information about the cities under study (Shebin al-Kom - Ashmun - Benha), in addition to studying the social and physical variables leading to urban distortion in the three cities, observation by participants and personal interviews with stakeholders and city planners, surveying the opinions of the population on analyzing the factors leading to urban distortion in Egyptian cities. Moreover, identifying the social variables that led to urban distortion, and the changes in urban conditions in the cities and areas of study, and the reasons for these changes, identifying the physical variables that led to urban distortion in order to develop some solutions and offer proposals that contribute to improving the aesthetic image of urban cities.
The study led to the following recommendations:
The main reasons behind the distortion of the aesthetic image of cities are: the social, economic and technological developments. This development is associated with a rapid growth of the population mass, in addition to the absence of a visual vision associated with environmental and urban planning. The lack of environmental awareness of the population in the existing cities, led to a group of wrong behaviors that resulted in the misuse of public space and the emergence of differing architectural works and urban culture that added to the lack of a proper legislative system and aesthetic dimensions. This, in turn, led to emptying the architectural image of various public space components, due to lack of coordination between state institutions in this aspect, and absence or marginalization of the role of planners and specialists in the field of city design.
This study recommends:
• Taking proper and calculated steps towards building new cities around the existing cities in the Nile valley, to accommodate people resulting from the increasing population, in order to alleviate the congestion and depopulate the existing cities, as well as minimizing the attack on cultivable lands.
• Satisfying the need to issue appropriate laws and legislations, to limit the spread of the phenomenon of urban distortion of cities, especially with regard to building laws.
• Holding seminars and conferences and organizing campaigns with the aim of spreading awareness of the importance of the aesthetic elements and the civilizational and cultural buildings in the city.
• Conducting intensive campaigns of visual, printed and audio media, and some lectures in educational institutions to educate citizens environmentally about the importance of aesthetic elements and civilizational and cultural buildings in the city, and teaching environmental culture and environmental protection within the curricula.
• Reviewing all approved urban plans. and obligating the concerned authorities to implement and follow them up to ensure the benefits from those plans, and to remove any distortions and uses contrary to the existing plans in order to develop them.
• Working to activate the monitoring role by local councils and neighborhoods to eliminate the phenomenon of slums and limit illegal and random construction that distorts the aesthetic view of the city.
