The current study aimed to know the extent of the political and social consciousness of the university students through the vision of the youth leaders in the student unions in the university , and to identify the extent of the actual contributions of those leading elite to develop the political and social consciousness of the university students. As well as to identify obstacles to the development of political and social consciousness among university students.
In order to achieve these objectives, the researcher has carried out many methodological procedures. The social survey method was based on the intentional sample of the youth leaderships of the student associations in the university. The researcher also used the case study methodology to provide the opportunity for the required depth in the study and to reach leaders that represent a model for the active elite within the university community. A number of cases were chosen in a deliberate manner, which the researcher saw as revealing the social reality in more depth. It also relied on the quantitative approach to statistical methods to analyze the results of the field study. The study sample consisted of (241) students from the two categories of students leaders and the leaders of faculty members within the student unions in the university in (26) colleges between theoretical colleges and practical colleges. The current study was based on the trends, the interview and the observation scale.
The results of the field study reached several results, the most important of which are: The degree of spread of political consciousness among university students was generally moderate in the three Dimensions (of knowledge, perception, political culture, political interest, and actual practice” the stage of political participation”) .

The study revealed that the most widespread manifestations of consciousness among university students were the manifestations of social consciousness.
The study also resulted in the contribution of the elite to the development of political consciousness and social consciousness among university students. In addition, there are several obstacles to the contribution of the elite to the development of political and social consciousness, and in the forefront; obstacles related to students, followed by technical obstacles related to the leaders of the Union, and administrative obstacles, and organizational constraints.
Through the field results of the current study, the researcher found that there are two types of elite : ”Active Elite” which is capable of change and change and face the problems faced by young people in the reality of social pension in our time. The members of these elite have been able to overcome these difficulties and have made contributions and achievements in order to develop the political and social consciousness of university youth. And the other elite is ”Negative Elite”, which failed to raise the consciousness of university students because of their effectiveness and efficiency to overcome the difficulties and obstacles
