Became of interest for the developing of Managerial Performance in modern organizations , especially universities is a mater of global attention, especially after the multi-disciplinary nature and diversity of faculties and departments, constitutes the development of performance of these universities of paramount importance in achieving many benefits including contributing to the upgrading and prestige among universities on the regional and global level .
So comes the developing Managerial Performance of universities in the top of the priorities of those in charge of the management of higher education ; Because the Managerial performance of successful success of the functions of the university and as a result of the movement of global variables and the intensity of competition and globalization, all these factors have necessitated the organization of higher education , particularly universities absorbed to reach the stage of excellence, by adopting new methods to meet the increasing demand for them, at a lower cost and greater productivity, higher flexibility and the best response to the changes of local, regional and global levels.
And the emersion of management excellence has become a new administrative thought in which the universities can developed effective performance management , where the concept of management excellence of modern concepts that showed organizations broad interest them , in an effort to possess a degree of primacy over the competing and they provided management excellence of properties of the organization to enable them to survive and continue strongly in a world full of variables .
And the universities to need management excellence to improve in the managerial performance to effective leadership capable of creativity innovation and building an integrated strategic Includes strategic plans , policies and integrated action , organizational structures , flexible, cadres of trained human resources and the dissemination of a culture of excellence among members of the university community at all levels , not forgetting take advantage of modern technology in the construction of information systems and communications distinct enable universities to communicate effectively with civil society organizations , universities outstanding and the exchange of experiences and information and achieve common interests , all of these requirements check for universities ability to obtain competitive advantage permanent availability of the universities leading position among the distinguished universities locally and globally.
Research problem:
The research problem can be indentified into following main question:
How can developing Managerial Performance of the Yemeni Universities in the light of Excellence Management?
The main question branches into the following sub questions:
1- What are the theoretical underpinnings of Excellence Management? And how can be used to develop Management Performance of Universities?
2- What are the aspects of strengths and weaknesses in the internal environment of the Yemeni Universities? And their impact on the administrative performance of the Yemeni Universities?
3- What are the opportunities and the threats for external environment of the Yemeni Universities? And their impact on the administrative performance of the Yemeni Universities?
4- What is the suggested strategic plan to develop Managerial Performance of the Yemeni Universities in the light of Excellence Management?
Research aims:
The research main target is reaching to suggested strategic plan to develop Managerial Performance of the Yemeni Universities in the light of Excellence Management.
Research Methodology and tools:
In the light of research problem and aims, the research depends on the strategic analysis (SWOT Analysis) to identify (strengths and weaknesses) point in the Yemeni Universities internal environment, (opportunities and threats) at the external environment, that is affecting of Managerial Performance, thus oncoming to excellence.
The research applied an evaluative from on a group of (105) universities leaders, experts administration and educational planning and experts in high education in institutions to care of universities, aiming at valuating the most effective elements in to managerial performance of the Yemeni Universities, than reaching the double analysis matrix, which helped in draw strategic plan to develop Managerial Performance of the Yemeni Universities in the light of Excellence Management.
Research Chapters:
The research consists of five chapters as following:
Chapter one: The General frame work of the Research. It included introduction, Research problem, Research limitation, Research aims, Research importance, Research tools, Research terms, previous studies, methodology and the steps of the research.
Chapter two: Excellence Management and develop Managerial Performance to Universities (theoretical frame work). It included three main axes; the first one Excellence Management of the Contemporary Administrative through its concept, historical development, Rules, ingredients and models. The second axe explores to Managerial Performance of Contemporary Universities through its nature, Principles, and its processes of the leadership, planning, organization and communication. The third axe explores Excellence Management and develop Managerial Performance in Contemporary Universities steps and the requirements of its application and the role of excellence Management in the processes development of Managerial Performance in Contemporary Universities In each of the leadership, planning, organization and communication.
Chapter three: Managerial Performance for Yemeni Universities in the light of Excellence Management (diagnostic descriptive study). It explored and analyzed the Yemeni Universities environment (the inside and outside), that affects for its Managerial Performance in the light of Excellence Management. Finally the chapter ends with a conclusion of the strengths and weaknesses aspects at the inside Yemeni Universities, and the opportunities and threats outside environment, that affects its Managerial Performance for Yemeni Universities.
Chapter four: The environmental Analysis for Managerial Performance in Yemeni Universities in the light of Excellence Management (prospecting study). The chapter included the steps of the environmental analysis method, procedures of preparing and applying the form of internal and external elements assessment of the Yemeni Universities, that affects its managerial performance, It also included building the double-analysis matrix, Through which they have been identified the strategic options and alternatives for developing of Managerial Performance for Yemeni Universities.
Chapter five: A prospected Strategy for Developing Managerial Performance of the Yemeni Universities in the Light of Excellence Management. The chapter included the main features of the prospected Strategy for Developing Managerial Performance of the Yemeni Universities in the Light of Excellence Management, In addition display of the requirements group for the implementation of the Strategic Plan.
