based on the efforts of civil societies in Egypt to the axis of the essential is to mobilize the efforts of individuals and associations to bring about development in the community for these individuals and groups to resolve their problems and contribute to support the efforts of the State in the humanitarian, social and economic needs of the community was due attention to civil associations in Egypt to the developmental role of the particularly in light of its ability to detect and assess the needs of the citizens as the closest to the grass-roots and have the capacity to provide better services to the satisfaction of the users, as well as claimed that they can leveraging new resources and unlimited add to what is monitored by the mobilisation of state to achieve the goals of development. The civil associations play no less important than the governments to enact legislation as that in the style of work of human potential, including women, in addition to the physical, can achieve a lot in the field of the protection of the environment, and in many areas, such as environmental awareness, environmental education, and they sometimes constitute pressure groups on the organs responsible.
6- The civil associations is the backbone of the third sector or civil society and the growing awareness of the importance of these associations by several factors, some of which is universal, and some regional and local status, turn the world into a small village, and the weight of the role played by civil associations, whether at the international or regional Arab world, where the growing influence of these associations in the policy-making process, they also contribute to the formulation of the agenda of the social, economic and cultural issues, political and والبيئيئة, in the order of priorities and the size of the support that should be quick, and review of the issues of human rights, the environment, population and culture this global and regional awareness of the weight of these associations and potential and, on the other hand,.

9- civil associations play an important role in the development of various skills to women to enable them to contribute more effectively in the areas of various activities exercised by, mainly because of the importance of women in the large number of civil associations, the role of civil societies in terms of their interest in inculcating the values to determine the roles and responsibilities of women, thus, we see the importance of the role of civil societies.

Interest in the concept of women’s empowerment and adopting major policy to stabilize its role and removal of all discriminatory aspects against the prevention of as a woman is essential requirement of political, economic and democratic Arab countries seek to apply it in certain ways so that the countries could proceed in accordance with the current international requirements.
The objectives of the study:
agreed in many conferences on the role of women in the activities of civil associations to give priority to the work of these organizations in supporting the development of leadership skills for women.
The main objective of the study: to identify the role of civil societies in the development of the leadership skills of women in urban and rural education, focusing on the activities of civil associations. This emerged the main target group of the other sub-goals which assign the following:
1) to identify the most important programs and services provided by the civil societies in the area of leadership skills development for women in urban and rural education, focusing on the activities of civil associations.
2) disclosure of the fact of the existence of cultural and educational civil associations in the community, in particular the woman Egyptian community.
3) Research on the role of civil societies in raising the awareness of the political, economic, social and cultural development through the leadership skills of women in urban and rural education, focusing on the activities of civil associations.
4) disclosure of the role of women in general, and Egyptian women especially in the conservation of natural resources, and the rationalization of consumption, and the role of women in the current stage.
5) know the nature of the obstacles facing civil associations in the development of the leadership skills of women in urban and rural education, focusing on the activities of civil associations.
6) know the most important difficulties and problems faced by civil societies sampling study of, and how to confront and overcome.
Areas of study:
a- The Area of the human race: where a general framework for sampling (50) includes specialities from benefiting from the services of the Association as well as been selected (70) Yo, members of the Governing Council.
B - the spatial area: the application of the study of the civil societies in the cairo (10) associations, and Giza Qluobia numbering (10) Associations of
c - Time Domain: the start of the study since the data collection phase of four months where began in ( 1/1/2017) Even ( 30/ 4 / 2017)
adopted by the researcher in this study two studies tools are:
First:- the form of a questionnaire for the beneficiaries of the services of civil associations and programs
second: An interview guide prepared by the three expert researcher associations in the three governorates as models to study the case.
Study Methodology: The
current study used a descriptive approach through a social survey as one of the most appropriate methods for the collection of information and accurate data for the civil associations, to examine the reality of Egyptian women and develop the skills of women to activate its role in the field of activities and
The results of the study indicate the following points: - the
most important women’s leadership skills required to enable them to play their role
* be a high degree of education and training
* To be interested in volunteering
* be a high degree of culture toward societal issues
* attention to community-based economic and social problems and environmental structures
* leadership and civil organizations
* the ability to participate in the solution of the problems of the community
* to raise awareness of the importance of volunteerism and the Civil Associations
* need to create a modern system for easy communication between civil societies and between citizens and some of the
most important training programs that work to develop the capacity of women leaders
* Contribute to the development of environmental awareness among individuals
* not adopting projects aimed at the protection of the environment
* publications and periodicals illustrate the most important environmental problems How to face
* recycling waste
* maintain natural energy resources and rationalizing the consumption of the
proposals submitted by the General Assembly in the area of women’s leadership skills development toward the surrounding environment
* need to find some kind of cooperation between this association and other associations for the protection of the environment at the local and national level so that the services performed by the best
* use better ways to publicize these associations to inform people of the
need to intensify undertaken by ILO
* civil societies so that they can do more and wider services
* The need for these societies to hold more seminars and conferences to explain its objectives and programs and how people’s accession to
the Government through various media for propaganda of these associations to explain its goals and clarify the relevance of the community
solutions and proposals for rural development at a realistic level:
* consider the projects Rural development one of the strategic instruments to achieve spatial justice with regard to the distribution of the burdens of the fruits of the development process and to reduce the gap between the countryside and attended the Republic
* effective measures enabling people, especially the poor access to these institutions. This can only be achieved through the media.
* The process of integrated rural development is the process of long-term effectiveness can be judged only after a relatively long period of time, the Asian markets to operations of the vulnerability of their application in developing societies in general and in particular our truth is settled.
