Abstract

This thesis provides an evaluation of Administrative Services (roads network, education and health services) in Dhuluiya in the province of Salahuddin city in Iraq. the metadata is collected from the Department of Education and medical detachment in Dhuluiya, were the spatial data of roads network, education, health services and the population of the study area from Google Earth are obtained application as Keyhole Markup Language (KML) format to be used in ArcGis program. then, ageodatabase is created, where contains eight layers such that (linear layer represents a roads network, a point layer for the intersections of the roads network, and polygon layers to represents the study area, health and educational services (kindergartens, primary schools and secondary schools). Add that, the current road network is analyzed using the ArcGis tools then anew road is proposed, and the density and connectivity is measured after and before adding the new road using indicators (beta and gamma and the presumption of interdependence), then, the ratio of enhancement is calculated. Then the actual educational services (kindergartens, primary and secondary schools) are analyzed to measure the sufficiently as a comparing with local planning criteria, add that, the best locations to set up a new educational services was chosen. In addition, the health services are evaluated compared to local criteria and selection of the best locations to set up a new health services. the Results of roads network analysis reveals the effective of the proposed road to increase connectivity and density of the roads network, and the need to build five new kindergarten, four elementary schools , four high schools and eight primary health care centers to fill the region’s need of these services. The result reveals the efficiency of the proposed model in evaluation the Administrative Services. The study recommends for the necessity of the maintenance of the current network and setting up new roads that it may contribute to the increase of the degree of network interdependence and Density and chose the high populations areas Density from the best locations to set up the new administrative services.
