Abstract The study investigated the effect of a multimedia – based program on enhancing students’ oral communication skills in technical colleges. The current study was limited to listening and speaking skills which were appropriate to technical colleges students. Literatures and related studies concerning the listening skill, the speaking skill and multimedia were reviewed. The present study utilized the one group pre / post test design. The participants were thirty students enrolled in the first year, Industrial Technical Institute, Mataria Technical College, in the academic year 2015-2016. The instruments of the current study were listening and speaking skills list , the pre / post test and the speaking rubric. A students’ course book was designed and taught through using videos related to the students’ studies to develop technical Colleges students’ listening and speaking skills. The students’ pre / post test scores were analyzed using the appropriate statistical techniques. Findings of the study indicated that there is a statistically significant difference between the mean scores of the participants in the test in favor of the post administration. Finally it was concluded that the multimedia – based program had a significant effect on developing the technical Colleges students’ listening and speaking skills.
