Introduction:
The Web sites of educational most important sources of learning in recent times, where there were many uses in the educational process and had a direct impact in the present era, as it made websites a lot of positives that Saaadat to improve the process of teaching and learning and development through the provision of information, communication and multiple services for learners and teachers. As a result of increased pros recruiting potential of Web sites educational increased the need for a strategy to support and help learners to accomplish educational tasks over the Web, as it offers many of the services of various educational: supporting learners right way of thinking to solve the problems and difficulties that Tusbandm, instruct and guide learners to make the right decisions in educational situations, guiding learners according to plan Court controls and standards, making the educational situation more realistic, interactive and fast and positive.
Find a sense of the problem:
I felt a researcher of the problem through several axes as follows: The first axis:
Noted researcher in doing teaching the practical side of a substance (computer) assessed on the fifth grade of primary education, and found that there are deficiencies in the ability of these learners in overcoming some of the positions that they face during the practical application of the lesson Teaching (Expression Web) due to them, where limited learning role learners here on the conservation and recovery of the concepts related to the course, confined to any learning at its lowest level Altzkr.olagherar which there is a problem, the researcher thus:
First: do exploratory study:
1. The researcher applying a questionnaire about the views of learners from the traditional method used in teaching module (Expression Web) , to make sure there is a problem on the sample numbered 50 learner from the fifth grade elementary school, Ahmed Orabi primary, and at the end of the second semester of academic year 2013/2014 .obthalil results of the application of this questionnaire, show there are some shortcomings in the ability of learners to innovative educational sites through the program so as to ensure successful design, problem solving, which can encounter during the educational situation, and therefore need to be educated in other teaching method help them to be able to successfully design educational sites, and to overcome what may hinder this success and develop their thinking, as the average percentage of repeat responses (68%).
To make sure there is a problem, the researcher conducting personal interviews with teachers is regulated substance ”Automatic Computer” within a school * One of the questions included in the interview the following:
 What are the difficulties faced by the learner during the learning process?
 Is the quota allocated time to learn sufficient?
 Do trusses used during the learning process available to help learners to uptake difficult scientific concepts?
 the effectiveness of the material (computer) to instill in learners some thinking skills?
The findings revealed follows:
 there is a gap between what is studied by the learner within the school and faced in everyday life. Especially since the tutorials provided through teaching theoretical.
 lack of sufficient time for practical training on computers inside the lab.
 there is a gap between what is studied by the learner within the school and face in everyday life, where can not employ learning and knowledge in the interpretation of the factors and natural phenomena, which passes them through life experiences.
 Some teachers confirms that the quota is not enough time to use the additional educational means.
Secondly, the researcher visited the Center for technological development and asked those in charge of educational lessons for material production (computer) in the form of an educational CD or on the ministry’s educational site, and the results indicated:

 not to produce educational software are thinking and raises questions learners.
The second axis:
The urgent need to search for multiple and diverse design alternatives to design and build Web sites teaching based on learning the pillars for the development of creative thinking for learner primary school in a more sophisticated and positive, as it is the general objectives of the material (computer) the development of the skills of basic thinking and way of educational efficient and effective than provided environments traditional learning. And use it as a tool to build the learner’s knowledge, and creative context to support education; in addition to its ability to meet the changing needs of the learner within the interactive environment immediately.

Through informed researcher on many research studies that dealt with the production of standards and design Web sites and educational found that these studies did not bother to employ learning pillars in the design and construction of educational Web sites and determine the appropriate learning characteristics and needs of learners and different ways of learning supports pattern, although it is one of the design variables are important that affect the effectiveness of educational web sites.

1.
