Abstract

Human resources development is one of the most recent issues that been of great concern lately to both governmental and private sectors dwide. Rapid economic and social changes in the Gulf countries e more attention to be paid to the development of national human ’ces which are the concrete builders for their own country. r rienced, sincere and qualified human resources are the most precious . crucial elements affecting the success of the development of any iety. The acute shortage of national human resources in certain fields is a ”cal problem. Nationalization and succession are the answer to this !Iem . Nationalization entails qualifying the nationals to fulfill certain :tional tasks Gobs), presently assigned to qualified expatriates, provided II all the required necessary knowledge and skills which are assumed to available in foreigners are developed in nationals. Succession ( or cement) involves replacing expatriates with the adequately qualified ionals. The over all objective of the present study is to analyze the ’sting human resources situation regarding expatriates and national I, , Ith technicians in the Ministry of Health (MOH) in order to plan a tegy for the development of national technicians to support the health tern in DAB. b objectives include tile following: . To carry out a situational analysis of the existing conditions regarding national and expatriate health technicians in the following specialties. a- Medical Laboratory. b- Medical imaging. c- Physiotherapy, working in all types of hospitals and various health centers. To reveal the problems related to this fullowing aspects: a.Professional/ technical characteristics. ~Personal characteristics. c.Job characteristics. d.Social, economical and political factors. e.Other areas revealed through the study. To develop a strategy to overcome the problems revealed by the study , as a means to initiate the development of national heath technicians for iliesupport of the health system in DAB. situation in relation to the To recommend future policy for sustainability and continuous improvement of national graduates. estlldy population included: All national technicians (57) working in all hospitals and health centers III MOH in UAE . The number of expatriate technicians was targeted at 50 and totaled to 504 technicians from the three specialties under study. ’. A sample of national secondary school students in the graduation year, science major. The sample, targeted at 1/3 of total students, amounted to 1135. The questionnaire used was designed to reveal the knowledge and attitudes of students toward the specialties under study. .~ A sample of consumers was questioned regarding their satisfaction with services provided by the technicians they dealt with. All consumers receiving services in the specialties under study along two months (October, 1997 and March, 1998) who agreed to cooperate were questioned in a face to face interview (404 consumers). ~. All direct supervisors (41), all hospital and PHC directors (29), four personnel directors, and seven members of the recruitment committee were interviewed individually to find out their opinions regarding issues related to nationalization. In addition, four of the HCT directors were interviewed to reveal the number of students enrolled in the health sciences programs ,their future plans and their opinions on issues regarding nationalization. ’Q collection tools: Questionnaires were used to collect the required data ITom the groups included in the study. Interview form was applied with groups where information regarding certain areas could not be adequately covered through questionnaires. In addition, the ministerial decree no. (10) 1975; which includes job ”.es, job specifications and grade scale for the technicians under study was ’ewed. The data collection phase was covered along 15 months. Analysis of the collected data revealed the following: 1- Total number of national technicians comprised not more than 10.2 of the total workforce of technicians.
