An observer to the many changes that occurred to the life aspects caused by the rapid evolution of
Information & Communication Technology will conclude that the world is now living in an ”Information
f!’ Era.”

A technology that is itself evolving many trends and parameters of its own, so rapidly, that makes it
inevitable for the planner to fully comprehend and absorb its outcomes in order to utilize it in favor of

The effect of this technology on urban developments can be summarized under three main points listed
as follows: 1- Urban Planning: exhibited in the use of information technology as a planning tool

2- City management: exhibited also in the use of Information and Communication technology as a
tool of operation
3- E-Services: e-commerce, ec’government, e-health ... etc. ’
Setting the most appropriate th~ories of Town & City planning has always bee;’ the goal of many city
planners., The sum of all their theories and studies can simply be concluded in that the city should provide
!’\ a better life quality for its inhabitants and be environmentally conscious.
Adding to these theories was the local agenda that recognized the principles of sustainability in City
planning, presenting numerous trends and ideas to pursue its goal. Only that the solutions presented have
un-intentionally ignored addressing the potentials of lCT and its applications in serving its goals.
Hereby, it was found necessary in this research to raise the quest of exploring the effect of this

technology and its variation over the life patterns inside the city, and its effect on the urban foryn.
An initial finding of this research was that the change in life patterns is forced ~y the change in the
nature of public services powered by ICT applications. Focusing generally on the e-government services,
and specifically on it’s delivery to the local in’dividual, there was found different n1ethods of maintaining
this delivery worldwide.
As a result, an intangibly electronic spatial grid runs parallel to the tangibly urban infrastructure grid of
the city, in order to maintain the delivery of theses electronic services. In other words, an intangibly
virtuaf space is aligned with the tangibly physical urban space. Managing the tangential points of
connection created between those two spaces assures the effective delivery of these electronic services to
the local individuals.
