The External Efficiency of the Faculty of
Specific Education, at Zagazig in the light of
Total quality criteria
Education is considered an important feature of development because it has become an economic, productive and investing process. So the university and high education occupies a special interest in all countries of the world owing to its role in modernizing and developing these countries through preparing qualified and .trained human power.
This is affirmed by education economic studies.
The issue of preparing the teacher and raising his efficiency is one of the important cases that occupy the minds of specialists and those concerned with bringing up and educating children in all countries of the world including Egypt, because raising and perfecting the teacher’s preparation forms one of the important entries to raise the standard of profession and enhance belonging to it and the perfectibility of production. This can’t be realized except through raising the efficiency and quality of institutions which prepare the teacher in Egypt among them the faculties of specific education in Egypt whose number reached about 19 faculties within a short period. They include specific branches
and specializations.
The problem of the research:
The faculties of specific education are considered one of the important sources of preparing the specific teacher and educational media specialist and teaching technology. Owing to the circumstances of establishing (setting up) these faculties without previouspreparation which hinder them from realizing their goals. (aims)- so , it became necessary to (know) the external efficiency and educational quality of

these faculties in general and zagazig faculty of specific education in particular and its ability to provide the specific teacher, educational media
specialist and teaching technology in quantity and quality that suit the needs of Sharkia Governorate .
The problem of the research crystallizes on the main (principal) following question.
What is the external efficiency of the faculty of specific education in Zagazig in the light of comprehensive criteria?
The following questions branch:-
1-What is the criteria of comprehensive quality which connect with the
concept of external efficiency of the faculty of specific education in zagazig?
2-What is the situation of quantitative external efficiency of the faculty
of specific education in zagazig in the light of the comprehensive quality criteria?
3-What is the situation of qualitative external efficiency of the faculty
of specific education in zagazig in the light of the comprehensive quality criteria?
4-What is the suggested view to improve the external efficiency of the
faculty of specific education in zagazig in the light of the comprehensive quality?
Research Suppositions:
To answer the previous question, the research introduces the following supposition:
I- There are differences indicating statistically in the standard of external
efficiency (quality of academic performance) among the graduates of
the faculty of specific education according to the sort of specialization. 2- There are differences indicating statistically in the standard of external
efficiency (quality of professional performance) among the graduates

of the faculty of specific education according to the sort of specialization.
3-There are differences indicating statistically in the standard of external efficiency (service quality and developing the local society) among the graduates of the faculty of specific education according to the sort of specialization.
4-There are differences indicating statistically in the standard of external efficiency (quality of the graduate’s features” among the graduates of the faculty of specific education according to the sort of specialization.
5-There are differences indicating statistically in the standard of external efficiency (quality of the graduate’s satisfaction with his work ) among the graduates of the faculty of specific education according to the sort of specialization.
6-There are differences indicating statistically in the standard of external efficiency (quality of training during service)among the graduates of the faculty of specific education according to the sort of specialization.
Objectives of specialization:-
The research aims at knowing the external efficiency of the faculty of specific education in zagazig in the light of the comprehensive quality criteria and drawing a suggested view to improve the external efficiency there procedure of the research:
The research uses the descriptive method with concentrating on the case study. It also uses the comprehensive quality to obtain (extract) the criteria of comprehensive quality in the university education in general and the faculties of specific education in particular depending on diming model for solving problems.
Research tools:
The researcher used two questionnaires. The firs was applied to the research sample of the graduates. The researcher prepared it to know

the external efficiency of the faculty in the light of comprehensive quality. The questionnaire includes 10 axes.
The second questionnaire was applied to the research sample of inspectors and supervisors on faculty graduates It included 8 axes.
The research sample :
The research sample consists of 200 graduates with the percentage of 11.2% of the total graduates and 100 inspectors of the supervisor on the graduates in specific specializations.
The study is represented(completed) in several chapters:-
The first chapter: handles (deals with) the general frame of the research. The second chapter: handles (deals with) the comprehensive quality in the university education about its concept ,development, pioneers, philosophy, methods of measuring it and its criteria and the criteria of comprehensive quality in university education.
The third chapter: handles the faculties of specific education in Egypt concerning their establishment, development, philosophy and objectives. The faculty of specific education in zagazig and its human and material potentialities and the stipulations of acceptance (entery), the system of study and practical education.
The fourth chapter: handles the external efficiency in the Egyptian University education concerning its philosophy objectives external efficiency, its entity, sorts and methods of measuring and quantitative external efficiency of the faculty of specific education.
The fifth chapter: handles the field study represented in the factual of the qualitative external efficiency of the faculty of specific education in zagazig in the light of the comprehensive qualitative criteria.
The sixth chapter: handles the results and suggestions of the research. The most important results reach are the existence of great lack in human and material potentialities in the faculty of specific education in Zagazig.

This is shown (clear) in several aspects like the rarity or insufficiency decrease or no existence of the leaching staff in the different sections of the faculty and the insufficiency of preparing assistants of the teaching staff members in most branches of the faculty and the shortage of material potentialities represented in the great shortage of study halls , workshops, laboratories, tools, equipment and raw materials, and the reduction of the quantitive and qualitative of the external efficiency of the faculty in the light of comprehensive quality criteria .
In the light of the results, a suggested view has been made to improve the quantitative and qualitative external efficiency of the faculty of specific education in zagazig in the light of comprehensive quality criteria through several axes including selecting the students who join the faculty and providing the material and human potentialities in quantity and quality required for the educational process and reviewing the curriculums which are taught in all the student branches, the interest in raising the quality of practical education during the study in the faculty and the care for training the graduates during service and finally taking the comprehensive quality policy in managing the faculty.
