Nowadays the governoment gives attention to reclaiming and cultivating, new land and build new comli~unitiesin order to redistribute the population all-over the new land in a better way as well as to reform the balance between Population increase and the natural resources through increasing agricultural production. The present study has aimed : I) investigating and detect the most important problems and obstacles that face settlers and hinder their living conditions and their agricultural production in new land areas, 2) Identi&ing factors that affect settlement effectiveness and its components in the new land. The study proposed that settlement effectiveness composed of three dimensions: Psychological, social, and economical dimensions. Review of the literature had contributed to the research hypotheses. Besides, several independent variables were assumed to be related to and affect settlement effectiveness and its components. An interview schedule was designed and pretested on the basis of relevant literature and the theoretical framework. A stratified random sample of 289 settlers representing graduated youth, beneficiaries fiom old land and government employees was selected to investigate the study objectives from three regions, Al-Hamci-il district, Kafr El-Sheikh Governorate.
