Construction industry is considered the most important industry at most countries because it represents 10-15% of the national productivity, Egypt invests around 48.5% of its total investments in construction industry. Approximately 5% of the total working force is employed in the construction industry and which represents a large part of construction cost.
In recent years, the problem of cost duplication of the projects delivery after their completion from the estimated cost at bid award stage and exceeding their receiving date from the limited time, represents a serious problem especially at projects which are financed with a loan money because they are influenced by the inflation rates and the continuos increase of interest costs.
Because of the developing countries suffering, and consequently Egypt, from the limited resources of blocking the project delivery system in Egypt to achieve the cost and time control as estimated at tender stage.
The study aims to develop the methodology/system of the project delivery at Egypt to overcome that problem and achieves the ability to have control on the cost and time and maintain the quality level.
Chapter 1 deals with the elements of the study from the definition of ”Project delivery system or methodology ” concept and then give a background to the development of the establishment of project delivery systems by the developed countries and their project procurement systems. Chapter 1 discuses the study hypotheses which are related to the problem and its reasons. Then concluding the necessity of developing the project delivery system in Egypt and deals with the scope of the study and the target users. from this description, had put the distribution and organization of the study and its methodology on the basis of the hypotheses, objectives and philosophy which are the basis of its results.
Chapter 2 discuses the analysis of some methodologies/systems of project delivery which are employed at three developed countries (Canada-America and Britain). In order to benefit of methods advantages which are employed in these methodologies to control the cost and time of construction projects in developing the methodology/system of project delivery in Egypt to overcome the phenomenon of project cost duplication (over-run) at project delivery from the planned cost beside exceeding the limited procurement time.
Chapter 3 and 4 deals with the definition and analysis of the actual Egyptian project delivery system theoretically and practically which are employed at the offices and architectural firms and construction firms among project stages. It aims at recognizing its disadvantages which caused the disability of controlling the cost and time of project delivery system.
Chapter 5 explains the comparative study of the three methodologies/systems which are employed at the three countries analysed at chapter 2. It aims at obtaining the signficant advantages of these methodologies which are reflected on the performance and maintenance of architectural activities to accomplish sonstruction projects which are connected with achieving the cost and time controlling according to planning and through the stages of the project from evaluating to adaptation.
Chapter 6 deals with the development of a large construction projects delivery system in Egypt to assist architects and planners in better planning of projwcts and controlling the cost and time of its accomplishment. The methodology assists the owners to select the suitable project procurement system which achieve their priorities (cost, time, the method to manage their project and the method of financing their projects beside considering the project circumstances to overcome the duplication of projects cost the exceeding of the completion date.
The study ends with a number of important results and recommendations which help to achieve the proposed methodology to be applied on architectural and planning projects.
