Fixed investment is one of the main instruments t o achieve t h e n a t i o n a l g o a l s of s o c i a l and economic 5-years plan of Egypt. The e f f e c t i v e n e s s of t h i s instrument,however, depends mainly on c e r t a i n endogenous and exogenous f a c t o r s . On t h e o t h e r hand, achieving planned o b j e c t i v e s from the a g r i c u l t u r a l s e c t o r depends on e f f i c i e n t al’locat ion and use of the invested c a p i t a l . The s h a r e of t h e a g r i c u l t u r a l s e c t o r , a s well as i r r i g a t i o n and drainage of gross fixed investment is limited as compared t o other good and s e r v i c e s e c t o r s ; i.e., about 9.5%. In add it ion, the investment/labor, and investment/land u n i t r a t i o s a r e q u i t e low. This f a c t s may j u s t i f y the e x i s t - ing low growth i n a g r i c u l t u r e . The r e s e a r c h problem is concerned with t h e e f f i c i e n c y of the use and a l l o c a t i o n of t h i s limited investment . The o b j e c t i v e s o f t h i s study could be itemized; b u t n o t n e c e s s a r i l y l i m i t e d , a s follows: (1) To study t h e l i m i t i n g f a c t o r s of the a g r i c u l t u r a l investment in Egypt, ( 2 ) To study t h e production capacity of t h e a g r i c u l t u r a l s e c t o r and its responsiveness t o new added investment, and ( 3 ) To reach some policy recommenda t i o n s about t h e current and prospected use and a l l o c a t i o n of these investment. To reach t h e s t u d y ’ s main and sub-objectives, t h e r e s e a r c h e r h a s c o l l e c t e d a set of time s e r i e s d a t a 1970-1991. Also, he has u t i l i z e d appropriate methodology i n dealing with such s e t of data. After f u n c t i o n a l s p e c i f i c a - t i o n , t h e study has f i t t e d the l i n e a r and double-log models. A dummy v a r i a b l e has been u t i l i z e d t o represent the changes in economic conditions during the study period. To judge the e f f i c i e n c y of t h e a l l o c a t i o n of investment within and o u t s i d e t h e a g r i c u l t u r a l s e c t o r , Leontief Input and Output (I and 0) s t a t i c macro-model has been used under c e r t a i n assumptions. This study c o n s i s t s of four c h a p t e r s . The first chapter d e a l s with t h e o r e t i c a l and h i s t o r i c a l background. In t h i s chapter the previous s t u d i e s had been reviewed. The second chapter sheds the l i g h t s on t h e c u r r e n t s t a t e of the a g r i c u l t u r a l investment in Egypt. The t h i r d chapter concentretes on financing t h e a g r i c u l t u r a l investment p r o j e c t s , and f i n a l l y , the f o u r t h chapter d e a l s with the e f f i c i e n c y of use and a l l o c a t i o n of t h e a g r i c u l t u r a l investment, The previous s t u d i e s i n this a r e a h a s revealed t h a t limited s t u d i e s has d e a l t with the e f f i c i e n c y i s s u e . Further, these s t u d i e s had also neglected t h e main l i m i t i n g f a c t o r s and its impact on the a b s o r p t i v e c a p a c i t y . , The share of the a g r i c u l t u r a l s e c t o r o f g r o s s fixed investment ranks the second and is r e l a t i v e l y low as compared t o amount of investment directed t o i n d u s t r y . The average annual amount of t h e a g r i c u l t u r a l investment is almost 605.7 m i l l i o n L.E. which is about 10.2% of gross national fixed investment. In industry, the same f i g u r e s show t h a t t h e amount of fixed investment is about 1400 million L.E. which is about 24.4% of gross f i x e d i n v e s t - ment as average of the period 1978-88/1989. A t t h e same time, t h e c o n t r i b u t i o n of both s e c t o r s in gross n a t i o n a l income is 19.7% f o r a g r i c u l t u r e and about 15% for t h e industry ( a s average during the period 1978-88/1989). These f i g u r e s may r e f l e c t the reversed flow of i n v e s t - ment income. In terms of investment per worker during the same period, t h e a v a i l a b l e data show t h a t t h i s i n d i c a t o r recorded a minimum f o r the a g r i c u l t u r a l s e c t o r as compared to other good and s e r v i c e s e c t o r s . The average annual investment per workers f o r these s e c t o r is 6.9 thousand L.E. f o r e l e c t r i c i t y , 5.4 thousand L.E. f o r o i l , 861.2 L.E. f o r industry, 306.9 L.E. f o r c o n s t r u c t i o n and 131.8 L,,E. f o r a g r i c u l t u r e . A t the same period, the r e a l investment per feddan is a t minimum about 32.2 L.E. and t h i s value is >almost 17.7 L.E. per feddan of croped area. Furthermore, the a l l o c a t i o n of gross fixed investment within the a g r i - c u l t u r a l s e c t o r is about 13.98% f o r f i e l d crop production, 6.09% f o r animal production and 1.33% f o r f i s h i n g a s average of the period 1973-1989/90.
