Private educational complexes depend on collaborative partnerships in using the unduplicated resources. They also pays great attention to the long run interactions that increase economies of scale which is the study concern. This study tries to identify the most important requirements to improve private educational complexes functions so as to rationalize pre-university educational expenditure through three dimensions . First, identifying the conceptual framework of the private educational complexes. Second, introducing the economic base of the private educational complexes as an approach to rationalize pre-university educational expenditure. Finally, searching the extent the private educational complexes perform their functions as an approach to rationalize pre-university educational expenditure. This study depends on the descriptive method to identify the most important requirements to improve private educational complexes performance to rationalize pre-university educational expenditure. A form was designed to know the period that shared educational facilities in private educational complexes were occupied by students compared with isolated schools. A questionnaire also was answered by a sample of human resources in these organizations to identify the advantages, disadvantages, and requirements of improving them. The study concludes with a project about implementing an educational plaza as a way of rationalizing educational expenditure.
