The study sought to identify the role that countries can play in attracting direct investment and creating a stimulating climate for attracting and motivating it. administrative, directive, supervisory and regulatory of the economy through two mechanisms; The first mechanism: economic policies that undertake management and guidance, and the second mechanism is economic legislation based on control and regulation. Both mechanisms operate within a range of axes, as follows:
The first axis: Achieving stability and balance in the local economy while prioritizing goals and coordinating policies in implementation, in addition to achieving political and security stability
The second axis: Providing guarantees against non-commercial and political risks, while providing legal and legislative systems that ensure the settlement of the effects of commercial risks.
The third axis: Providing financial, tax and non-financial incentives and benefits, including procedural and regulatory incentives, including simplifying procedures and removing obstacles that harm the investment climate.
The fourth axis: Developing well-thought-out programs and plans that ensure benefiting from the advantages of foreign direct investment, and measures that guarantee prevention or limitation of its bad effects, within the framework of its developmental, economic and social motives and objectives. With a selection from it that achieves linkage with the local economy, whether it is with forward or backward links, and achieves integration, not substitution .instead of direct local investment
