Abstract

The national project for the development of slums is one of Egypt’s most important projects, as it fulfils Egypt 2030’s vision of achieving sustainable development goals, and because adequate housing is one of the most important human rights in the modern Egyptian state, according to national strategy for human rights which was signed and approved from Mr. President Abdel Fattah El- Sisi, launched in September 2021 .The first national strategy for human rights shows a shift in Egypt’s strategy, considering it an essential step to advance human rights in the country. Social, political, Civil, cultural, and economic rights, women human rights, People with special needs, youth, children, and the elderly people. Adequate housing, access to water and sanitation are among the most important key axes in the national strategy for human rights. Because the relocation of slums dwellers is a complicated process with social, economic, and environmental components to provide a better life for them, using geomatics approaches are one of the most significant tools for decision-making. The objective of this thesis is to develop an integrated model for the process of moving slum inhabitants in terms of evaluating the locations to which they would be transferred along multiple perspectives to ensure that they will receive other services in addition to housing. The most commonly employed approach for assessing the land-use suitability of accessible land for urban development is the Geographical Information System and Multi-Criteria Decision Analysis (GIS-MCDA). GIS procedures are important in assessing decision problems because it allows a decision support system to combine spatially referenced data. MCDA, furthermore, generates a vast number of decision-making techniques, as well as weighting and ranking alternative options. The study concluded the following results: First: Building a model that analyzes the proposed sites degree of suitability for relocating the dwellers one of the slums (Batn Al-Baqara area) based on different factors based on multi-criteria decision analysis integration with geographic information systems (GIS-MCDA) and it was applies to the three proposed relocation sites (Rawdet Al-Sayeda - Shamal Al-Herafeen - AlAsmarat). Al-Asmarat showed the highest level of suitability for the relocation of slums, scoring 4.246 (84%), followed by Rawdet Al-Sayeda and Shamal Al-Herafeen with scores of 3.99 (79.8%) and 3.43 (68.6%), after the weighted ratings for each element were determined. Second: Applying the established land suitability model to Batn Al-Baqara In-Situ development to figure out whether the inhabitants there require temporary or permanent relocation to alternate regions. The findings showed that Batn Al-Baqara has a 73.7% suitability level for in-situ Development. Third: The land suitability model inputs were processed and analyzed using ARCGIS MODELBUILDER to access the study’s findings quickly and accurately for the three proposed relocation sites. Fourth: Creating a multi-criteria decision analysis model in integration with geographic information systems to measure the capability of informal areas to confront climate change by using elements of regenerative development as evaluation pillars. According to the Council of Arab Environment Ministers 2022 assessment, Al-Kharga is regarded as one of the eco-friendly cities, and the model was applied to one of the slum areas in the city of Al-Kharga in the New Valley Governorate (Al-Sibt region). In terms of regenerative development, the Al-Sibt region received a score of 57%, moderately regenerative developed city. Fifth: Using spatial artificial intelligence GeoAI techniques to figure out development priorities in the national project for the development of the Egyptian countryside – Hayah Karima. The technology was applied to one of the villages of the Hayah Karima project in Assiut Governorate - the village of Shamiya. Artificial intelligence techniques were also used to monitor urban sprawl on agricultural areas in the village of Tassa, which is one of the villages in Assiut Governorate. Hence the thesis addressed the problem of slum development from various perspectives. as it enriched the development process and supported decision-makers through providing with evidence-based guidance This thesis is divided into five chapters. the following is an overview of the content of each chapter: Chapter 1: Introduction This chapter introduces the statement of the problems, objectives of this work and the outlines of the thesis. Chapter 2: Literature Review This chapter explains the previous research studies summarizing some previous research and studies related to slum areas and their relationship to geomatics techniques. Chapter 3: Conceptual framework & Methodology This chapter provides an overview of the study methodology dealing with different proposed models to support decision-making for slums development. Chapter 4: Results and Discussions This chapter reviews the results of this thesis, that were achieved using various techniques to develop slum areas. Chapter 5: Conclusion and Recommendations This chapter includes the reached conclusions and proposed recommendations through the research.
