First: What is the field to which the subject of the study relates? What is the legal system for medical and scientific experiments? There is no fear of the progress that science has achieved in all fields - especially in the field of medical sciences - which has been credited with bringing hope to souls and restoring a smile to the lips of patients. Medicine in recent years has been able to treat diseases, correct deformities and eliminate disabilities. The past is an impossibility, and it never occurred to the most optimistic people that it would come true. Whether it is in the field of organ transfer and transplantation, artificial resuscitation, artificial insemination technology, cosmetic surgery, or other examples that are not limited to. These amazing achievements and discoveries would not have happened by chance, or by magic and hidden powers, or to be miracles, but thanks to the efforts of scientists and their diligence in conducting medical and scientific experiments throughout history. As a result, he became an example of miracles in people’s eyes, but this should not undermine the principle of human dignity. “These are medical leaps in which no one can deny the merit of medical and scientific experiments, except that some of those leaps were blind, and some of them were backwards, or leaps into the void. In the face of these medical and scientific missteps, it was necessary for the legislator to define his frank and clear position on these medical techniques, and to set controls to ensure their proper application, so that doctors would not be led by their scientific desires and invade the human body for purely scientific purposes. When Law No. 214 of 2020 was issued issuing the law regulating clinical medical research, and it stipulated in the first article of the issuance law that “the provisions of the accompanying law shall apply regarding clinical medical research, which is conducted on humans and their medical data, in research agencies within the Arab Republic of Egypt” ( ) . Article Two of the Issuance Law also stipulates that “the Prime Minister shall issue the executive regulations of the attached law within three months from the date of its implementation” (). With the issuance of this law, the Arab Republic of Egypt has filled a serious gap in its legislative structure related to the issue of medical research conducted for a clinical purpose. There is no doubt that the recent dramatic developments that the world has witnessed - especially with the emergence of the new Corona virus; Or what has become known as the virus that causes COVID 19 - has strongly brought to mind the role of scientific research and medical experiments in alleviating human suffering. This is only a link in a long chain of efforts made by humanity to control what threatens its existence, or increases its pain. Recent years - especially since the end of the last century - have witnessed great leaps in the medical field. Whether with regard to treating or preventing diseases, or overcoming the negative effects of some bad habits, which has greatly contributed to reviving hope in the possibility of recovery from many diseases, which we believed - until recently - that the possibility of recovery from them is... A fantasy. This development has had the greatest impact in restoring reassurance to souls and comfort to hearts. After being in despair for a long time. These conquests; The leaps witnessed in this field, which no one - even the most optimistic - could have expected, would not have occurred without a price. Specifically, without the actual application of modern technologies being preceded by conducting experiments - first on animals, then on humans - which was not without abuse of the people who were the subject of these experiments, to the point of turning them into guinea pigs. from time to time we read an aspect of the ferocity and ferocity of these experiences, the place of which is the human being. How about what the animal is exposed to? Although medicine has played a prominent role in the development achieved by humanity in this regard, it has left many victims.
