Abstract
Time and cost overruns are major problems in construction worldwide as 30-40% of construction projects suffer from time and cost overruns. The purpose of this research is to identify the factors that cause time and cost overruns in Egyptian healthcare facility construction and to create a mitigation manual. A mixed-method approach was utilized to identify key factors leading to time and cost overruns in developing countries and in the Egyptian construction field. Through a literature review and analysis, factors influencing overruns in developing countries were identified for both time and cost. Consequently, two separate lists of factors impacting time and cost were produced. The severity of each factor was calculated through a questionnaire which was prepared and shared with consultants of healthcare facility-buildings construction specialists in Egypt. Seven case studies in Egypt were utilized to reveal, rank, and measure the severity, effect, and importance of key factors affecting the construction time and cost overruns in Egyptian healthcare facilities. According to the study’s findings, the most significant factors contributing to time overruns in healthcare facility building construction in Egypt are the financial difficulties of the owner and contractor, the inexperience of consultants, the poor level of equipment, and the low productivity of labors. While, poor communication, insufficient financial supplies, delayed design revisions, and changing materials prices are the primary causes of cost overruns in healthcare facility construction in Egypt. The key factors affecting time and cost overrun were highlighted in a construction manual to mitigate these factors to have a successful construction project which meets the time and cost targeted. The findings help Egyptian healthcare facility stakeholders to reduce construction risks. To solve these issues, project managers and stakeholders must focus on these key factors.
