المستخلص The study aimed to come up with proposed procedures for the development of the kindergarten system in the Arab Republic of Egypt in the light of the experience of Finland and Sweden and in line with the nature of Egyptian society. The study reached a number of results, the most important of which is that kindergarten institutions suffer from many obstacles that prevent them from achieving their goals, in all their elements. In terms of the philosophy and goals of kindergartens, they suffer from a clear difference in their goals, an unclear definition in the legislation related to children, and the presence of an unclear philosophy. In addition to the ambiguity and overlapping of the concepts and names of institutions for raising a pre-school child, as well as the neglect of the kindergartens’ goals for playhouses, there are also obstacles related to the lack of funding directed to kindergartens, the building for kindergartens, and obstacles specific to the management of kindergartens as well as the curriculum in those institutions.
