A research summary for obtaining a master’s degree in education, majoring in educational administration, with the title ”An Evaluation Study for the Community Service and Continuing Education Center at Kuwait University”
Despite the efforts made by Kuwait University to serve the community and continuing education through the Center for Community Service and Continuing Education, there are still many problems facing this center, including.
1. Lack of review of indicators related to meeting the aspirations of beneficiaries.
2. The center’s slow response to complaints and suggestions submitted by beneficiaries.
3. Poor administrative training for the center’s employees.
4. Poor performance of the Center is marketing department in promoting its programmes.
5. The lack of quality of some programs offered by the center.
6. Weak partnerships held by the center with the institutions of the external community.
7. The Center’s lack of performance evaluation forms for the beneficiaries of its various programmes.
8. Weak use of modern technology in programs offered to beneficiaries.
9. Lack of interest in linking graduates of the center to the labor market and employing them
Based on the above, the research problem can be formulated in the following main question:
How can the Community Service and Continuing Education Center be developed at Kuwait University to achieve the satisfaction of the beneficiaries of its services?
The main objective of the research was to identify the reality of the Community Service and Continuing Education Center at Kuwait University and the role that it can play in community service in order to reach a set of procedural proposals for its development. Community Service Center services from principals, teachers and students of Kuwaiti schools, and members of the Kuwaiti civil society, and the research included five chapters as follows.
The first chapter: the general framework of the research, and includes: an introduction to the research, its problem, objectives, importance, methodology, limits, terminology, previous studies and steps.
The second chapter: The theoretical framework and deals with centers of community service and continuing education in contemporary universities.

Chapter Five: Research Results and Suggestions
- The research reached several results in the theoretical and practical aspects, and among the results, it reached through the field study of the reality of the Community Service and Continuing Education Center, the following results:
- The highest percentage of the study sample who are beneficiaries of the services provided by the Center for Community Service and Continuing Education at Kuwait University acknowledge, with statistical indications, that most of the terms of services to attract members of the community are achieved with a high degree.
- The highest percentage of the study sample who are beneficiaries of the services provided by the Center for Community Service and Continuing Education at Kuwait University acknowledge, with statistical significance, that most of the terms of services for contacting the labor market and employing graduates are achieved with a high degree.
- The highest percentage of the study sample who are beneficiaries of the services provided by the Center for Community Service and Continuing Education at Kuwait University acknowledge, with statistical significance, that most of the phrases of services to educate students in the field of community service are achieved with a high degree.
- The highest percentage of the study sample who are beneficiaries of the services provided by the Center for Community Service and Continuing Education at Kuwait University acknowledge, with statistical significance, that most of the terms of partnership services with civil society institutions are achieved with a high degree.
- The services provided by the Center for Community Service and Continuing Education at Kuwait University as a whole have been achieved with a high degree, with an average of (4.320), and this result means that the Center for Community Service and Continuing Education at Kuwait University has not achieved the services it provides with the optimal degree, which is (5), meaning that there are some aspects of Deficiencies Then the research presented a set of procedural proposals, including:
= measures to support the recruitment of community members, as follows
A- Spreading the vision and mission of the Community Service and Continuing Education Center among the members of the community to attract members of the community and benefit from their services. The research suggests the following mechanisms to achieve this.
Developing an introductory guide to the most important programs and activities carried out by the University’s Community Service Center.
- Supporting the electronic recruitment of community members and motivating them to participate in the various programs and activities offered by the center.
- Dissemination of identification posters for the programs and activities offered by the Community Service Center in governmental and private institutions whose members can join the programs and activities offered by the Community Service Center.
- Holding introductory seminars in various Kuwaiti institutions to introduce the programs and activities offered by the Community Service Center.
- Holding introductory seminars on the vision, mission and activities of the Community Service Center for its employees, individuals and students enrolled in its programmes.
- Adopting the community service function as one of the main functions supporting the work of the community service center.
- Seeking help from experts and specialists interested in community service issues in holding seminars, conferences and workshops to introduce the center, its vision, mission, objectives and role in serving Kuwaiti society.
- Availability of applications and electronic programs necessary to disseminate the fields of work of the Community Service Center among members of the Kuwaiti society.
2- Proposed measures to support contact with the labor market and employment of graduates: Research in this area suggests the following procedural proposals:
A- Developing a strategic plan to qualify the community center’s human resources in all fields to be able to keep pace with the needs of the external labor market. This plan should be flexible so that it is subject to modification and change according to the internal conditions of the center and the external circumstances surrounding it, and it should be based on an accurate database. And clear and real.
b-Rehabilitation of the human resources at the Community Service Center in all fields to be able to join all appropriate local and regional jobs, and this is done through:
C- Develop a list of the vocational needs of those enrolled in all programs offered by the Community Service Center, provided that this list stems from the actual needs of those enrolled in a manner commensurate with the local and global labor market.
3-Proposed actions to educate students in the field of community service: Research in this area suggests the following.
A- Developing a strategic plan for marketing the applied research issued by the Community Service Center at the university. This plan should be introduced to production companies and institutions in the State of Kuwait in terms of its objectives, content, implementation times, the mechanisms that are followed in this implementation, and the role of the production entity in contributing to the realization of this plan. Flexible, adjustable and changeable according to the surrounding conditions during its implementation.
C - Strengthening the research partnership between the Community Service Center and the Kuwaiti institutions related to the areas of community service in the center. At this time, it is proposed to pay attention to research with direct economic and social returns, and also to establish a committee from the center to market applied research projects that focus on modern and effective marketing methods.
5- Proposed actions to support partnership with civil society organizations:
A- Providing opportunities and meetings between the employees of the Center and their counterparts in the local community sectors as consultants in the boards of directors of the governmental and private production and service institutions to strengthen the relationship between them and their peers and benefit from their expertise according to their field of specialization.
B- A twinning contract with other local and regional centers to support cooperation in the areas of community service.
F- Adopting a vision and message for the Community Service Center that emphasizes the importance of supporting partnership with various institutions to achieve mutual benefit, by embodying that vision and message in the goals and objectives of the center’s work.
