Abstract

Urban areas have been revalued over the past 20 years as a result of a convergence of shifting market demands and demographic priorities, which has also shifted the geography of the developing innovation economy. In order to realize their goals for knowledge-based economic development, this evolution can be seen in the rise in the clustering of intermediaries, innovative employees, and other institutions and businesses, frequently close to universities, medical centers, and other institutions, all located in dense urban areas called “innovation district”. An innovation district is a knowledge-based economic district that is designed to foster innovation, entrepreneurship, and collaboration. They have emerged as a popular strategy for cities seeking to promote economic development in the knowledge economy, and are characterized by their dense urban environments, mixed-use development, and walkability. However, there are currently no clear design standards for creating or developing innovation districts. In this study, we reviewed the idea of innovation districts and listed some of their common characteristics, goals, and advantages. The analysis then identifies the primary three factors of innovation districts with a focus on the physical factor. Next, the study investigates introducing the smart urbanism strategy to digitally transform the district into a smart one by applying an artificial intelligence-based tool, known as a case-based reasoning technique. The study then introduces frameworks containing a list of strategies and techniques for smart innovation district idea establishment and development. Finally, a case study is used to demonstrate how to apply the framework’s criteria to create and establish the concept of a smart innovation district (SID)
