Abstract

E-government consists of the use of information and communication technologies (ICTs) by a government to transform itself by managing, producing, and delivering public services effectively to citizens. There are several reports on the level of e-government development in the world. There are many reasons for applying E-government: reduce cost, economic transfers, Enhancing transparency and accountability. Improvising serviced deliver and facility E-socially. A number of challenges have limited the reach and impact of E-government. The main one is the security issue, which contains some points like the system authentication, access control, non-repudiation, privacy, and so on. Based work focused on the E-government security challenge. The aim of the thesis is verifying authentication and non-repudiation points. The thesis introduced a security model based on Public Key Infrastructure and Biometrics system. Building a new model that protects the information in the E-government based on PKI using biometric, and hardware (is Token). The thesis applied the proposed model on two E-government applications as cases study, which is E-voting and E-education
