The wise administration put the human element at the forefront of its
concerns because of its importance and worked on preparing it,
raising its efficiency and motivating it to work. Therefore, the
administration was concerned with developing advanced systems
and policies that rationalize the use of human resources and provide
an appropriate environment for work in order to increase its giving
and production. This is done through the management’s
understanding of the human behavior of groups of workers. and
those dealing with it.
