Abstract There is a close relationship between the concept of human security and the concept of state sovereignty, which is the first pillar on which the state is based in accordance with international law. Many factors have led to weak the concept of state sovereignty, and by studying these factors, we found that they are closely related to human security. Therefore, it has become necessary to study the threats of human security to the concept of state sovereignty, especially in the light of using the principle of state responsibility to protect human security in Libya that resulted in civil wars and political, economic, and social consequences on Libya, the region, and even affected the concept of the responsibility to protect itself. Therefore, this thesis will first define the concepts of human security and state sovereignty in addition to the challenges that face the two concepts in detail. Second, it will discuss the principle of the responsibility to protect and its application in Libya as a paradigm for protecting the human security of citizens. Finally, it will study the role of the international community in protecting the sovereignty of the state by making a comparison between the Thirty Years’ War in Europe in the past and the Arab revolutions in the present and by discussing the future of the concept of state sovereignty and the concept of human security, then by presenting a strategy to preserve state sovereignty and achieve peace in the region. |
