المستخلص At present, the management of educational organizations has received the great attention of educational policy makers, planners, practitioners, researchers and scholars alike, as it is responsible for achieving societal goals in the field of education; it also supports and develops the interactions between these educational organizations and their surrounding environments. Moreover, it is the main tool used in facilitating the educational process in these organizations. The study aimed to draw up a suggested vision of the administrative development in Ministry of Education, Culture and Higher Education in Somalia within the light of strategic administration approach. Accordingly, the study questions are as follows: What are the theoretical bases for the strategic management approach? What is its role in activating the administrative development for the Ministry of Education, Culture and Higher Education? (Theoretical framework), what is the status quo of the administrative development for the Ministry of Education, Culture and Higher Education in Somalia? (theoretical study and field study), what are the viewpoints of some experts on the administrative development in the Ministry of Education, Culture and Higher Education in Somalia according to the strategic management approach? , what is the suggested vision for the administrative development in the Ministry of Education, Culture and Higher Education in Somalia according to the strategic management approach? Concerning the limits of the research, they are as follows: the thematic limits (the organizational structure, developing the human resources, the work procedures, the administrative technology). The human and spatial limits: the present research is limited to scanning the opinions of some leaders in the Ministry of Education, Culture and Higher Education in Somalia. The time limits: The tool of field study is used in the period (3-1-2021/10-3-2021) starting from the academic year 2021/2022 .The current research uses the descriptive methodology as it is suitable for the researcg topic, and it uses two tools as follows: 1-The reconnaissance questionnaire of some leaders’ opinions in Ministry of Education, Culture and Higher Education in Somalia on the administrative development in the ministry 2-The reconnaissance questionnaire of some experts’ opinions concerning the suggested vision of the administrative development in Ministry of Education, Culture and Higher Education in Somalia within the light of strategic administration approach |
