Abstract Central and Eastern European countries have offered a valuable experience in the transformation to decentralization, as a response to conditions ofthe European Union. As, these countries were characterized by centralization under the communist regime. Thus, these countries have many similarities with the system of local administration in Egypt. In addition, the reforms that have been applied in Central and Eastern Europeancountries had carried out a successful transformation, which makes it an important experience that Egypt can benefit from when developing its administration system after the adoption of the Constitution of 2014. Therefore, this study aims to analyze and clarify the most important models used in the process of transformation, and the obstacles that have arisen in the process of building new local democratic institutions, and the benefit gain from experiences of those countries, to formulate these experiences in the form of learned lessons, which could be adopted in Egypt |
