The study aimed to come up with proposed procedures for the internationalization of higher education in the Arab Republic of Egypt in the light of the experience of Finland and Brazil and in line with the nature of the Egyptian society, The study used the comparative approach, as it is the most appropriate curriculum used to study education in a comparative manner and the most comprehensive of the sub-curricula , The study reached a number of results, the most important of which is that many higher education institutions lack the necessary infrastructure to attract and receive international students, in addition to the presence of bureaucratic obstacles, external migration of minds and competencies, and the severe centralization in managing internationalization and international student affairs, And that the efforts being made to internationalize higher education currently do not stem from a clear strategy, whether at the governmental or university level; Therefore, the study recommended the need to develop a clear national strategy for the internationalization of higher education at all institutional levels in an integrated manner ,To accommodate the largest possible number of international students, and facilitate their admission procedures.
