Introduction:
The changes in university institutions have led to the adoption of administrative principles and opinions on the development of the performance of university leaders, such as deans, college agents and department heads, and therefore this change and development has placed many new responsibilities on the shoulders of them to improve the administrative and professional performance of university leaders and activate their different roles, they are expected to plan, coordinate, manage and follow all activities related to the work of subordinates who fall under their responsibilities in order to achieve their goals, and they are expected to show leadership skills and influence The team to contribute a joint effort to achieve the task and goal of the team, and therefore the development of the performance of university leaders urges the search for ways to understand the behavior of subordinates and influence them, so it calls for adopting modern management ideas and methods, including the use and employment of management information systems with the accurate, flexible, modern, clear and integrated information that enables university leaders to improve their administrative performance and development, through drawing plans and making decisions to manage the work and raise its efficiency, and this is what you seek to Current study through.
The Problem of the study
The problem of the current study was determined that there are many factors that led to the poor performance of university leaders represented in the deans, deans of colleges and heads of departments, which imposes the inevitability of paying attention to those leaders through the adoption of modern administrative ideas and methods, including the use and employment of management information systems, which contribute significantly to improving and development of administrative performance.
The questions of the study
The study problem can be formulated in the following main question:
• What is the role of management information systems in developing the administrative performance of university leaders at egyptian universities”?
Several sub-questions are derived from this question, which are determined as follows:
1- What are the theoretical foundations of management information systems in university education institutions in the contemporary literature?
2- What is the theoretical framework for developing the administrative performance of university leaders in contemporary literature?
3- What are the functional and organizational tasks of university leaders in contemporary literature?
4- What is the reality of the role of management information systems in developing the administrative performance of university leaders in Egyptian universities?
5- What is the proposed model for activating the role of management information systems in developing the administrative performance of university leaders in Egyptian universities?
Aims of the study
The current study aimed at:
1- Identifying the theoretical and cognitive framework of management information systems in university education institutions.
2- Defining the theoretical and cognitive framework for the development of the administrative performance of university leaders at Egyptian universities.
3- Learn about the reality of administrative information systems (efficiency and quality) for university leaders at Egyptian universities.
4- Learn about the reality of the administrative performance of university leaders in Egyptian universities.
5- Determining the role of management information systems (efficiency and quality) in developing the administrative performance of university leaders at Egyptian universities.
6- Develop a proposed model to activate the role of management information systems (efficiency and quality) in the development of the administrative performance of university leaders at Egyptian universities.
The importance of the study
The importance of the current study comes from several considerations, namely:
1- This study came in response to the recommendations of many studies that urged the need to pay attention to management information systems in university institutions.
2- Working on the university’s detachment from the centralization of the administration and giving it and its management special authority in making decisions through the application of autonomous leadership.
3- Confirming the transformation of the university from a traditional educational institution to a distinguished educational institution that uses information technology in managing its affairs in order to be able to preserve its human capital and work on its development.
4- An attempt to draw the attention of university leaders in Egyptian universities to the effective role of management information systems in developing their administrative performance.
5- Overcoming the traditional and deficiencies that the university administration suffers from, which can be attributed to the weak use and application of management information systems, and the weak administrative performance of university leaders as the main driver on which the work within the university is based.
Study approach:
The study relied on the descriptive approach, which expresses the study of the phenomenon to be studied as it exists in the actual reality, and is concerned as an accurate description.
Study tool
The researcher used the questionnaire as a research tool to obtain the data and information necessary to complete the study and achieve its objectives.
Society and sample of the study
For the nature of this study, the researcher chose a random sample of university leaders represented by (faculties deans, deans of colleges, and heads of departments) in the universities (Assiut - Sohag - South Valley - Aswan). The sample size was (486) university leaders.
The most important results of the study
Through the study, analysis and interpretation of the theoretical framework and the field study, the study reached many results, most notably:
1- The low level of efficiency of management information systems for university leaders, which is represented in the efficiency of hardware components, the efficiency of software, the efficiency of communications and databases, the efficiency of technicians and workers, as well as the level of quality of administrative information provided to university leaders.
2- The low level of administrative performance of university leaders, which is represented in the weak processes of planning, follow-up, organization, evaluation and decision-making.
3- The low level of use and employment of management information systems by university leaders to improve and develop their administrative performance.
4- The high level of administrative, financial and legislative obstacles that limit the activation of the role of management information systems in developing the administrative performance of university leaders.
5- There is a direct relationship between the use and employment of management information systems and the improvement and development of the administrative performance of university leaders.
Suggested model
A proposed model has been developed to activate the role of management information systems for university leaders in Egyptian universities, and it includes the philosophy, objectives and importance of the proposed model, its implementation mechanism, requirements for its implementation, obstacles to its implementation, and ways to overcome them.
