Abstract In this study, an attempt is made to develop a Decision Support System (DSS) that helps to prioritize and select the optimal water shortage mitigation strategies taking in to account the economic, social and environmental considerations. The environmental flows at selected existing and proposed dam sites in the Awash river basin in Ethiopia were investigated using different hydrology based methods. Water Evaluation And Planning system (WEAP) simulation model is used to predict future water availability using feasible basin development scenarios. Then, the scenario outputs and experts{u2019} opinion data obtained through questionnaires were used as an input to develop simulation coupled with analytical hierarchy process i.e., Crisp{u2013}AHP and Fuzzy-AHP multi-criteria decision analysis (MCDA) approaches.
