Abstract

Policymaking relies on strategic decision-making where several tools and frameworks exist to support rational strategic decision-making. Unfortunately, these tools and frameworks do not provide a systematic approach for measuring the expected success level at a specific time. This thesis introduces a framework for assessing public policy alternatives based on goal models, describing a strategy in terms of a goal model. It also provides a novel goal model evaluation method based on the state-space representation used extensively in control systems. By employing this evaluation technique, the success of each possible strategy implementation alternative is estimated, quantifying the expected success of the strategy’s final goal and the cost at each point in time. The software industry in a growing economy country has been modeled according to the proposed methodology, and the results and findings are discussed. The thesis is divided into five chapters as listed below:
Chapter 1 - Introduction: This chapter introduces the problem of the lack of a systematic approach for strategy assessment. It then presents an overview of the proposed approach together with a summary of the contributions introduced in this thesis. Chapter 2 - Research Backgrounds: This chapter provides the background underlying the research including sections covering strategic decision-making, goal models, and state-space representation. Chapter 3 - Strategy Assessment Model: This chapter presents the new proposed approach for strategy assessment, detailing the strategy model and how strategies are evaluated using the novel goal model evaluation technique based on state-space representation. Chapter 4 - Software Industry Assessment Model: This chapter presents the use of the software industry as a case study for the proposed strategy assessment model presented in Chapter 3 and discusses the obtained results. Chapter 5 - Conclusions and Future Work: This chapter outlines the conclusion of the research and discusses potential future work.
