المستخلص تسعى المدارس الإبتدائية المصرية إلى تحقيق الجودة الشاملة ومعاييرها ولكن ما زالت يواجهها العديد من الصعوبات ومن أمثلتها تطوير ثقافة الجودة بمفهومها الشامل بما يتضمنه ذلك من ثورة فكرية فى الإدارة تجعل المدير خادماً لعملائه ويسعى مع فريق العمل الإداري إلى تلبية حاجات العملاء ومطالبهم وعليه يجب أن تتوافر عدة خصائص فى المدير منها امتلاك رؤية عن الجودة الشاملة للمؤسسة، التزام واضح بعملية تحسين الجودة ووضع حاجات العملاء كمحور لسياسات المؤسسة، وممارستها، واللالتزام بإزالة الحدود المصطنعة سواء كانت تنظيمية او ثقافية. ولقد قام الباحث بعمل داسة استطلاعية لعدد (20) عشرون مدرسة من مدارس محافظة جنوب سيناء وقد وجد أن هناك عدة صعوبات تواجه تحقيق معايير الجودة الشاملة منها : - قلة الاهتمام من جانب المديرين بالأخذ بالأساليب الحديثة فى التربية. - عدم وضوح مفهوم الجودة الشاملة فى التعليم بشكل لا يوازي التقدم الموجود فى العالم. - قلة أعداد مديري المدارس المعينين وعلى هذا يكلف أقدم معلم بإدارة المدرسة بجانب تدريس مادته العلمية، وبناءاً عليه يكون شغله الشاغل تلبية وتنفيذ أوامر الإدارة وتنفيذ اللوائح والقوانين ولا يوجد له فرص لعملية الإبداع أو تنفيذه لتحقيق معايير الجودة الشاملة. وحيث أن محافظة جنوب سيناء ذات طبيعة حدودية فهذا يؤثر على كل أنشطتها مما ينعكس على تحقيق الجودة فى مدارسها نظراً لوجود العديد من المعوقات ومن هذه المعوقات : - الظروف البيئية المحيطة. - قلة اهتمام بعض أولياء الأمور بالناحية التعليمية لأبنائهم بشكل يتواكب مع تحديات العصر، فالعملية العملية التعليمية لديهم تتوقف عند القراءة والكتابة. - عجز الإدارات التعليمية عن تقديم التدريب اللازم وقلة الإمكانات المادية الالزمة لتحقيق الجودة الشاملة. - قلة توافر المعلمين فى بعض التخصصات بالمدارس الإبتدائية. - قلة وجود وسائل اتصال فى بعض المدارس الإبتدائية وخاصة مدارس الوديان الجبلية. - غياب المشاركة فى اتخاذ القرارات المدرسة. - العجز الشديد فى الكادر الإداري بالمدرسة. - معظم الأبنية المدرسية غير مجهزة بالوسائل التكنولوجية والاتصال بالشبكة الدولية. The researcher conducted an exploratory study for (20) twenty schools from the South Sinai governorate, and he found that there are several difficulties facing the achievement of comprehensive quality standards, including: Lack of interest on the part of managers in adopting modern methods of education. The lack of clarity of the concept of total quality in education in a way that does not match the progress in the world. The small number of school directors appointed, and accordingly the oldest teacher is assigned to manage the school besides teaching his scientific subject, and accordingly his preoccupation is to meet and implement management orders and implement regulations and laws, and there is no opportunity for the innovation process or its implementation to achieve comprehensive quality standards. Since the governorate is of a border nature and this affects all its activities, there are obstacles to achieving quality in its schools, and among these obstacles are: Environmental conditions. The lack of interest of some parents in the educational aspect of their children in a way that is in line with the challenges of the times, and that the educational process for them stops at reading and writing. The inability of educational departments to provide the necessary training and material capabilities to achieve comprehensive quality. Lack of availability of teachers in some disciplines. |
