Kindergarten is an important stage that contributes to the positive formation of children’s personality which develops their abilities, tendecies and talents. The view of some families to that stage has changed according to changing their attitudes towards it from being an unnecessary stage to a critical stage in building children’s capacities and changing the way they are educated from the traditional method to a modern method that meets children’s tendecies and needs. The department seeks as one of the pillars of kindergarten to exercise creativity by developing it among teachers to reach the highest degree of creativity and innovation in various fields. The leader of kindergarten cannot exercise the administrative creativity until he/she achieves a response to successive variables that require the availability of an administrative environment that encourages him/her and makes his/her an inherent and renewed phenomenon.
Study problem
Since kindergartenis the first nucleus of the education and briging up of children in the advanced age stages, it was necessary to take care of this stage of children’s lives in terms of its management, teachers and all aspects of their institutions. Since the performance of the department of kindergarten institutions faces many difficulties, including, lack of clarity, vision and mission of kindergarten, lack of interest in comprehensive planning of kindergarten stage, the department’s omission regarding facing and solving problem, the need of most managers for evaluation, follow-up and communication skills, shortage ofadministrative skills, lack of administration of kindergarten to a reasonable degree of independence. Therefore, it needs modern administrative practices such as the exercise of administrative creativity which contributes to overcoming some shortcomings in their performance to achieve excellence and precedence in work through the development of human cadres and increasing their capabilities, refining their expertise scientifically, developing plans and strategies crisis to achieve the objectives of the institution and methods and styles of work while providing an environment that encourages creativity and innovation. The development of the administrative creativity requires taking into account the requirements of building the creative behavior.
In light of the above, the problem of study can be formulated in the next main question:
What are the requirements of developing the administrative creativity among the leaders of kindergartens in Beni Suef governorate? The questions following questions are extracted from that question:
1- What are the theoretical foundations of the administrative creativity?
2- What are the nature and characteristics of kindergarten institutions?
3- What is the reality of the administrative creativity among the leaders of kindergartens in Beni Suef governorate?
4- What are the requirements of developing the administrative creativity of the leaders of kindergartens in Beni Suef governorate?
The objectives of the study
• Determining the theoretical foundations of the administrative creativity.
• Determining the nature and characteristics of kindergarten institutions.
• Recognizing the reality of the administrative creativity among the leaders of kindergartens in Beni Suef governorate.
• Determining the requirements of administrative creativity among kindergarten leaders in Beni Suef governorate.
The importance of study
1) This study gives the officials an opportunity to learn how to develop kindergarten institutions and increase their effectiveness through the exercise of administrative creativity.
2) This study helps kindergarten leaders overcome many of the obstacles of working in the kindergartenand raise the level of managers which achieves higher rates of performance.
3) This study helps those who are responsible for the educational institutions choose training and educational programs and prepare them to develop the administrative creativity of kindergarten institutions.
4) This study helps to identify the requirements of the development of administrative creativity in the management of kindergarten institutions
Study approach
The study relied on the use of the descriptive method to study the phenomenonas it is used in monitoring and analyzing the administrative creativity in the kindergarten stage, and determining, analyzing and interpreting the relationships between its elements in order to reach the requirements through which the administrative creativity can be developed in the kindergarten stage.
Study borders
1) Spatial borders
Kindergarten nurseries in Beni Suef governorate. They consists of nurseries under the Ministry of Education numbered 380 nurseries
2) Human borders
A sample of the leaders of kindergartens in Beni Suef governorate which is represented in the manager, principal and the supervisor.
Study progress steps
The study proceeds according to the next steps:
• The first step: It includes the presentation of the general framework of the study which is represented in the introduction, the study problem, the objectives, the importance, the approach used in the study, the limits, the study terms and previous studies.
• The second step: Analyzing the theoretical framework of the administrative creativity in terms of studying the nature of the administrative creativity, its characteristics, skills and principles, its dimensions and stages, its levels and components, its theories and models, its obstacles and ways to overcome them, methods of its development, and how to benefit from it in the kindergarten stage.
• Step 3 : The presentation of the theoretical framework of kindergarten institutions in terms of studying the importance of kindergarten stage, its objectives, characteristics, administrative processes within it and its relationship with the local community.
• Step 4 :The presentation of the field study to recognize the reality of administrative creativity among the leaders of kindergartens in Beni Suef governorate.
• Step 5 :The identification of the requirements of the development of the administrative creativity among the leaders of kindergartens in Beni Suef governorate.
Study results
The field study reached a range of results, the most important of which are:
1. The degree of leadership practice of administrative creativity in kindergartens in order is flexibility - acceptance of risk - continuation of direction - fluency - originality - sensitivity to problems.
2. The availability of planning and regulatory requirements inside kindergarten institutions to a high degree, while the availability of guidelines, supervision and evaluation requirements are met to a moderate degree.
3. The obstacles of administrative creativity among kindergarten leaders are represented in:
• Kindergarten leaders’ literal commitment to regulations and rules is.
• Poor organization ability to accommodate advanced communication technologies
• The large number of work to be done which reduces the opportunities for administrative creativity
• Lack of leadership qualified to create a creative environment
• Overlapping of roles and responsibilities in some kindergarten jobs
•Lack of resources to implement creative activities and programs inside the kindergarten

1. The relationship between organizational culture and administrative creativity: a field study on kindergarten institutions.
2. The impact of administrative creativity in achieving the excellence of the institution: studying the case of kindergarten institutions.
3. The relationship between intellectual capital and administrative creativity: a field study on kindergarten institutions.
4. The activation of administrative creativity inside kindergarten institutions using the time management entry.
5. The relationship of administrative creativity to administrative empowerment among kindergarten leaders.
