The study aimed to identify the requirements for the application of instructional accountability in pre-university education, where instructional accountability is a main tool in any reform process to improve educational work and access to the quality of its outputs. And the research aimed to indentify the mechanisms and obstacles to applying instructional accountability. Devices and bodies involved in the application of accountability. The descriptive approach was used based on the description in a scientific way, and the development of specific frame works for the problem and the study was concerned with the legislative and legal aspect of applying accountability within educational departments and schools, and the questionnaire was used as a tool for study, on a sample that included (6) director of educational administration, and (58) school director for basic and general secondary education in Dakahlia governorate, the research reached several results, the most important of which is that the requirements for the application of instructional accountability are divided into administrative requirements and requirements legislative, and requirements (cultural, ideological, personal, religious, social) for directors of educational departments and school administrators.
