Abstract Climate change is a critical global issue, which requires adaptation measures to deal with associated impacts. These impacts described as irreversible, uncertain, cross-cutting and long term, which in turn requires institutional capacities that play a critical roles in identifying the vulnerability and magnitude of impacts, defining roles for key players at different levels and providing appropriate resources and mechanisms for policy making process. # Egypt is one of the most vulnerable countries to climate change impacts in addition it is a developing country, which faces several development challenges and has limited resources. Therefore, Egypt needed to robust and efficient institutional capacities to be able to adapt with climate change. Assessing existing institutional capacity will contribute to define the strengths that can support its functions and weakness that can hinder its effectiveness. Consequently, an assessment may help in enhancing policy making process and improving resilience of Egypt for climate change. This thesis in hand intend to assess institutional capacities for adaptation to climate change in Egypt. The thesis consist of seven chapters, the first on provide the main objective, methodology and structure of thesis. Meanwhile, chapter two represented a theoretical background about climate change causes, impacts and adaptation in addition institutional meaning, structure and function in adaptation to climate change arena. Thereafter, providing a number of international experiences in terms of adaptation to climate change with a number of lessons learnt to support institutional capacities in chapter three. This followed by chapter four that discusses the main institutional capacities pillars in the climate change context, which including good governance and its principals, strengthen capacity and mainstreaming adaptation. Also, this chapter represents the adaptive capacity. |
