Introduction:
Scientific research is a fundamental pillar of human knowledge in all its fields, and it is also the prominent feature of the modern era and its importance has increased with the increasing awareness of nations that their greatness and superiority depends on the extent of the development of their children’s scientific, intellectual and behavioral capabilities. Big sums, but developed countries that are aware of the value of scientific research reject any negligence towards it, considering that it is the mainstay of economic development and the attainment of comprehensive development.
Scientific research aims to increase human knowledge, raise his ability to adapt to and control his environment, and discover solutions to the problems facing societies and individuals, and it is necessary to build a modern and prosperous state, so the research carried out must be linked to the development plan set by the state.
It is also noticeable that the index of the quality of scientific research is one of the most important indicators of the different classifications of universities and therefore it is one of the most important requirements for achieving the competitiveness of universities, and with the increase in competition, many universities seek to gain the competitiveness that enables them to compete and survive, in order to achieve this goal There is an urgent need to improve scientific research and its components as a requirement for improving the competitiveness of Kuwaiti universities.
Thus, it can be concluded that scientific research is considered a basic necessity for Kuwaiti universities today, which requires workers to be fully aware of its importance to achieve the competitiveness of Kuwait University.
Problem of the Study:
Kuwait University faces many problems related to the quality of scientific research and the strengthening of competitiveness, and this is confirmed by the world ranking of universities in the decline of Kuwait University in the global ranking, and its decline from (651) globally in the year 2018 AD to (801) in the year 2019 AD, which shows The extent of the gap in the rapid decline in the university’s ranking every year from the previous year.
Also, there is a weakness in the quality of scientific research at Kuwait University according to the statistics of international databases, and this is due to the weakness in facilitating the publishing process of scientific research, the lack of conferences held at Kuwait University, and the many obstacles that hinder the scientific research process at Kuwait University, including weak competitiveness, The lack of refereed scientific periodicals, the weakness of the capabilities, and there is a need to provide libraries, sources of knowledge and information, and material resources to improve the quality of scientific research at Kuwait University.
This is in addition to the weak organization of research meetings and seminars to develop competitiveness in the quality of scientific research, the scarcity of future plans for Kuwait to be a city of knowledge, and the weak organizational structure related to competitiveness in the quality of scientific research.
One of the studies found many obstacles facing the quality of scientific research in the State of Kuwait, the most prominent of which are:
Lack of support for scientific research, linking it to promotions only.
The large teaching and administrative burdens of the teaching staff.
Weak interest in financing scientific research and its limited budget at the university.
Neglecting to support libraries with foreign books and periodicals.
Negligence in linking the university to the information networks of foreign universities.
Lack of interest in gifted students and their investment in scientific research.
Weak directing scientific research towards community service.
The lack of sponsorship for scientific meetings and the lack of attendance of faculty members at scientific conferences locally and internationally.
The difficulty of publishing procedures in scientific journals affiliated with the university.
Not to link scientific research with the requirements of the labor market.
Moreover, the scientific research carried out by members of the teaching staff in academic institutions often takes the form of basic research in specializations aimed at demonstrating the ability to conduct research, as well as being one of the requirements of academic advancement. As for the scientific research conducted, it is usually research directed at the service of a specific party Country. Postgraduate research is also part of the requirements for obtaining the certificate, and the results of studies that are conducted in academic institutions are usually published in peer-reviewed scientific journals or periodicals, local or international. As for the research established in institutes and research centers, they are less likely to be published, for many reasons, including: character Confidentiality, and that the beneficiary and funding of the research project stipulate that the results should not be published.
from the above, the problem of the current study that aims to reach that the quality of scientific research as a requirement to enhance the competitiveness of Kuwait University emerges, and accordingly, the study problem can be identified in the following main question:
What is the proposed vision to achieve the quality of scientific research and its role in enhancing the competitiveness of Kuwait University?
Questions of the Study:
The study problem can be crystallized in the following main question: How can the quality of scientific research be achieved as a requirement to enhance the competitiveness of Kuwait University?
from this main question the following sub-questions are divided:
What are the theoretical and intellectual foundations of competitive ability in light of contemporary management literature?
What are the features of the quality of scientific research in contemporary administrative literature?
What are the requirements for achieving the quality of scientific research for Kuwait University?
What is the reality of the quality of scientific research and its role in enhancing the competitiveness of Kuwait University?
What is the proposed conception of the quality of scientific research as a requirement to enhance the competitiveness of Kuwait University?
Objectives of the study :
The main objective of this study was to come up with a proposed conception to achieve the quality of scientific research as a requirement to enhance the competitiveness of Kuwait University, and in light of this the study sought to achieve the following sub-objectives:
Identify the theoretical and intellectual foundations of competitive ability in light of contemporary administrative literature.
Identify the features of the quality of scientific research in contemporary administrative literature.
Disclosure of the requirements for achieving the quality of scientific research for Kuwait University.
Exposing the reality of the quality of scientific research and its role in enhancing the competitiveness of Kuwait University.
Presenting a proposed vision to achieve the quality of scientific research as a requirement to enhance the competitiveness of Kuwait University.
The Importance of studying:
This importance stemmed from several considerations, which is the current study:
The study dealt with a very important topic and the quality of scientific research as a requirement to enhance the competitiveness of Kuwait University.
Kuwait University is one of the most important educational institutions directed to the growth of Kuwaiti society. Thus, the quality of scientific research supports and enhances its competitiveness.
He drew the attention of officials in Kuwait universities to the importance of the quality of scientific research, and what it could contribute to the development of society.
Limitations of the study
The limits of the study are as follows:
Objective limits: The current study was limited to the conceptual framework of scientific research and its development mechanisms, its quality requirements, as well as the competitiveness of Kuwaiti universities and their development, in addition to mechanisms for improving scientific research as a requirement to enhance the competitiveness of Kuwaiti universities.
Spatial boundaries: The field study was limited to the study of Kuwait National University.
Human Limits: The field study was limited to a sample of faculty members, master’s and doctoral students in Kuwaiti universities.
Curriculum of the study:
The study used the descriptive approach that is based on describing and analyzing the phenomena that are related to the study, as this approach is concerned with studying the phenomenon and its reality through accurate description and expression of it, and it also works to monitor, classify, interpret and analyze data in order to reach the identification of the most important factors affecting it.

The study used a questionnaire applied to a sample of faculty members at Kuwait University
