Abstract

Egypt has an area of approximately one million squared kilometers. The Egyptian road network is approximately 185 thousand centerline kilometers length and approximately 5 thousand km length are expected to be added as a result of the implementation of National Road Plan (NRP). The population of Egypt reached 100 million in the beginning of 2020. The registered vehicles until 2018 were estimated to be 10 million vehicles. The exposure of the people for road crashes in Egypt is very high because of the previous relatively high figures. The registered road crashes in 2017 is 11,100 crash resulting in 3,747 fatalities and 14,000 registered fatalities & injuries. The registered damaged vehicles in 2017 were 17,200 vehicles. As a result of road crashes, the Egyptian economy lost approximately 28.9 Billion EGP in 2017 pounds and it is expected to lose 27.1 Billion EGP in 2020.Many countries are steering toward improving road safety and minimizing crashes through the implement of a Road Safety Management System (RSMS). In this research a vision for implementing an Egyptian RSMS is presented, a framework for implementing such system, and a case study of introducing Safety Performance Functions (SPF) customized according to the Egyptian conditions for major roads of intermediate conditions between Rural and Urban is presented and of length of approximately 81 km centerline length.Three techniques of SPF conclusion were used, the first was Econometric-Based, the second was Statistic-Based, and the third was based on using Artificial Neural Network (ANN), an Artificial Intelligence (AI)-based technique for correlating several parameters. New parameters were added to the SPF customized for Egyptian case such as the type of median separation, the type of edge separation, and the number of accesses located on the edge of a road.The results of the research showed greater fitting of the data using ANN regression-based SPF rather than the other techniques. The research provides a vision for the ERSMS and provides tools for achieving an objective rather than subjective road safety, it provides modern techniques for implementation in the Egyptian Road Safety Management System (ERSMS) and validate them.
