المستخلص

The financial legislation in the state aims to show the financial activity that is represented in how the state obtains its revenues and aspects of its expenditures and the balance between revenues and expenditures. This applies to the simple and complex state, but the matter is more complicated in the composite country, including the countries of the ”federal” central union; This is because the latter is the economic decision-making process at different levels between the federal authorities and the authorities of the states involved in their formation.
The countries of the ”federal” central union differ greatly in their choices regarding the nature of financial federalism in a specific way in how the financial competencies are distributed. Each of these countries adopts the distribution that is commensurate with its own situation and depends on a number of matters related to the composition of the political and social divisions and the number of regions that constitute The state of a ”federal” central union and the proportion of similarity or lack thereof in the size of the member states and the available resources, especially the sources and distribution of natural wealth. Between those states; This is due to the extent of the influence and participation of the member states in making political and economic federal decisions, procedures for interpreting federal constitutions, resolving disputes, and facilitating cooperation between the federal authority and the authorities of state states, but the absence of a unified model for the distribution of financial powers does not prevent the existence of some general characteristics of this distribution.
