This program aimed at: developing vocabulary and Reading comprehension skills of Underachievers of Third grade primary stage pupils. throughout carrying out a program based on semantically Maps. To achieve the research goals, the researcher preformed the following procedures:  A theoretical study of previous literature, studies and researches related to subject of the recent research.  Designing a list of vocabulary skills of Underachievers of Third grade primary stage pupils.  Designing a list of Reading comprehension skills of Underachievers of Third grade primary stage pupils.  Designing a test for vocabulary skills of Underachievers of Third grade primary stage pupils  Designing a test for Reading comprehension skills of Underachievers of Third grade primary stage pupils  Preparation of the program based on the Semantically Maps for developing vocabulary and Reading comprehension skills of Underachievers of Third grade primary stage pupils.  Preparing a teacher’s guide to implement the program.  selecting the sample of students from Third grade primary stage pupils, and divide them into two groups: control group and the other is experimental .  Administration of vocabulary skills pre-test to both the two groups (control and experimental).  Administration of Reading comprehension skills pre-test to both the two groups (control and experimental).  Application of a program based on Semantically Maps to students of the experimental group while teaching the control group by the traditional method.  Administration of vocabulary skills post-test to both control and experimental groups.  Administration of Reading comprehension skills post-test to both control and experimental groups  Conducting statistical processing for both post- and pre-test scores, and the most important result reached was: The effectiveness of the program based on Semantically Maps in the development of Vocabulary and Reading Comprehension skills of Underachievers of Third grade primary stage pupils.  The research finally presented a number of proposals and recommendations in the light of the findings.
